The Malawi Government has received financing from the World Bank toward the
cost of the Financial Inclusion and Entrepreneurship Scaling Project and
intends to apply part of the proceeds for consulting services.
The consulting services (“the Services” will be responsible for overseeing,
coordinating, and managing the day-to-day implementation of Component 2 with
the Ministry of Industry (MoI).Specifically, the Business Development
Specialist-MSMEs, will perform the following duties, in consultation with the
MoI.
The Business Development Specialist shall be recruited for a period up to
30-Sep-2025, but the contract shall be renewable annually subject to
satisfactory performance, need and availability of funding. The recruitment
will be on an individual consultancy basis.
The detailed Terms of Reference (TOR) for the assignment can be obtained at
the address given below.
The Reserve Bank of Malawinow invites eligible individuals(“Consultants”) to
indicate their interest in providing the Services. Interested Consultants
should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services.The
shortlisting criteria are
> A Master’s Degree in Business Management, Economics, Entrepreneurship or equivalent.
> A minimum of Ten (10) years work experience in the similar fields
> At least 5 years’ experience in business development at Senior Management level;
> Demonstrate the ability to manage the procurement, financial management, disbursements, and safeguards aspects.
> Demonstrate the ability to provide technical back stopping; participation and contribution to the training, seminars, workshops and forums organized for applicants and participating firms;
The attention of interested Consultants is drawn to Section III, paragraphs,
3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF
Borrowers” dated November 2020 (“Procurement Regulations setting forth the
World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant
(INDV) selection methodset out in the Procurement Regulations.
