#### ZONAL PEOPLE & CULTURE BUSINESS PARTNER- (GRADE 15) Based at National
Office, Lilongwe
#### Purpose of the position
To implement P&C Strategy in the Zone of operation and partners with Zonal and
District leadership in support of strategic business objectives. S/he advises
and coaches managers and employees in all elements of employee life cycle and
talent management, including identifying current and future people
implications. Works collaboratively with the P&C Director to develop and
deliver integrated HR solutions, including workforce planning, performance
management, succession planning, employee relations and leadership
development.
#### Major Responsibilities
1\. Partners with Zonal and Programme Managers and employees in the
implementation of P&C strategies and policies
> Provides assistance and guidance to managers and staff through WORLD VISION INTERNATIONAL – MALAWI OFFICE elaboration, interpretation and application of human resource policies, programs, and practices.
> Coach Managers on P&C and people management practices.
> Maintains current understanding of the NO strategy and people related issues by highlighting people implications as it pertains to various processes in the Zone.
> Participates in the development of the annual P&C strategic plans.
> Produces and submits monthly reports on zonal P&C activities including reporting on the P&C score card/annual business plan
> Supports in the process of reviewing policies on an annual basis and advice Zonal and district managers and staff of any revisions.
> Facilitates and document yearly policy acceptance declarations by all staff
2\. Partners with Managers in the implementation of strategic approach to
People and culture administration.
> Provides full life-cycle support to hiring managers regarding recruiting needs, including reviewing job profiles, posting, sourcing, interviewing, and facilitating the selection of candidates in alignment with P&C guidelines and internal processes;
> Maintains a data bank of potential candidates for future recruitment needs including proper filing of all recruitment documents
> Facilitates on-boarding processes in the zone including enrolment of new staff into benefits programs as appropriate. This includes coaching managers to effectively give comprehensive induction to new/promoted staff; lead in the implementation of the zonal orientation program and present the P&C portion.
> Management of employee data in Our People including monitoring transactions pertaining to positions, job holders, cost centers, hiring and separation processes, employee data, contracts, leave management and track staff movements including updating organization structures
3\. Promotes Performance Management approach to supervision and career
development in the zone.
> Elaborate and implements the protocol for performance agreements and appraisal process this includes facilitating the process, elaborating performance evaluation indicators in consultation with zonal management and facilitate the performance moderation sessions in the Zone.
> Supports to effective management of staff development this includes; establish and monitor implementation of zonal development plan and individual development plans that are in line with the NO capacity development strategies in collaboration with the Zonal management;
> Provides effective counseling to staff on career advancement, development needs, learning possibilities.
> Support zone management in the implementation of strategic staffing policies in line with career development and succession plans.
> Ensures consistency in the implementation of P&C -related programs within the Zone, such as rewards and recognition and employee development initiatives.
> Scan the broader business environment on an ongoing basis for trends and issues that may affect talent management in the zone by analyzing exit interview documents
4\. Partners with line managers and staff in ensuring effective employee
relations and engagement
> Provides guidance, counseling, and training to managers and employees on procedures to handle grievance and discipline issues.
> Actively investigate and recommend solutions to grievance and discipline issues including disciplinary and grievance hearings in a quick and efficient manner.
> Advise line managers on Employee Relations matters that may arise- making reference to Malawi Labour Laws, WVI and WVM policies
> Drives employee engagement processes for the Zone by encouraging participation in Our Voice annual surveys and
facilitate action planning.
> Drives Staff Care initiatives in the Zone including staff welfare recommendations and offering Peer Support to the staff who are in need of Peer Support in cases of critical incidents.
> In collaboration with the relevant Zonal staff, report incidences involving staff to the P&C Director and Zonal leadership. Report and update cases on the Integrated Incident Management System including conducting investigations as requested
5\. Provides technical support and act as an agent of change at the Zone and
districts
> Provides expert P&C support to managers and staff going through organizational restructures.
> Evaluates the impact of proposed changes on employees, and in collaboration with the P&C Director, manage change to minimize disruption to the business.
> Actively partners with zonal leadership and work with them to collaboratively identify practice improvement.
#### Qualifications Education/Knowledge/Technical Skills and Experience
> Bachelor’s Degree in Human Resources, Business Administration or related field from a recognized institution
> At least 5+ years’ supervisory experience in HR at a generalist role for organizations of 100+ full time employees.
> In-depth understanding of Malawi’s labour laws
> Detail oriented with strong analytical, problem solving and organizational skills
> Highly proficient in reporting and analytic tools i.e. oracle, people soft enterprise resource planning platforms
> Proficiency with using different training methodology and tools and good facilitation skills
> Excellent written and oral communication skills. Able to communicate complex ideas and business concepts in accessible terms. Able to exercise excellent professional judgment and strong influencing skills with senior managers
> Cross-cultural sensitivity, flexible worldview and emotional maturity and a team player
> Membership to IPMM required
