Overview*> IBTCI is seeking an experienced Project Coordinator to provide
services for two thematic cooperating partner coordination groups, Donor
Committee on Agriculture and Food Security (DCAFS) and Trade, Industry and
Private Sector Development Partners (TIPDEP) for a period of 14 months for the
USAID/Malawi Office. The proposed candidate will have extensive experience in
the sectors of food security, nutrition, livelihoods, and resiliency.

The overall objective of both DCAFS and TIPDEP is to deepen dialogue,
coordination and cooperation among development partners, and between these
partners and the Government in respect to Agriculture and Food Security
(DCAFS), and Trade, Industry and Private Sector Development Partners (TIPDEP)
in Malawi, with a view of strengthening the quality of the partnership and
supporting the implementation of the Government of Malawi’s (GOM) Malawi
Growth and Development Strategy (MGDS) III and sector-related policies and
strategies. These groups help advance coordination by building synergies,
discussing programming gaps, reducing duplication, leveraging diverse
resources, providing frequent feedback and consultations related to
monitoring, evaluation and learning as programs and activities are carried
out, and provide input on policy development, implementation and evaluation.

The ideal candidate will provide high-level coordination and administrative
functions to USAID, the Coordination Leadership, made up of DCAFS and TIPDEP.
He/she is expected to maintain an extensive range of professional contacts and
policy dialogue required to support both groups made up of senior government
officials, the Non-Government (NGO) community, civil society organizations,
the private sector and other agriculture sector donors. He/she will also be
responsible for timely documentation of discussions in different forms i.e.
briefs, minutes, action points and etc… among donors, with government and
other actors (administrative functions). Under occasional requests, the
contractor may represent the Chair or Troika members in their absence during
meetings with the GOM such as at technical working groups.

This position is imbedded in USAID Malawi in Lilongwe. As a USAID service
provider, the incumbent carries responsibility to understand and incorporate
the Agency’s core values in all aspects of his/her work. These core values

Accountability, and 4. Teamwork and Participation. The service provider’s
performance will be assessed twice during the contract, with input from the
Troika of both groups.

## Responsibilities

Essential Duties/Tasks and Responsibilities

> Fluency in Chichewa;
> Required to live in Malawi;
> Coordinate the organization of, and document minutes of meetings among the Development Partners (DPs) and members of the DCAFS, as well as TIPDEP, and between DPs and the Government of Malawi (GOM) and any other kind of meeting when deemed necessary;
> Follow up with the Government of Malawi (GOM) on action points emerging from meetings, and other DCAFS and TIPDEP priority issues;
> Participate in all ASWAp/NAIP Technical Working Group, Joint Sector Review and various sector dialogue forums. Ensure DCAFS priorities inform sector discussions and flag out emerging issues and provide updates from such meetings to the DCAFS;
> Participate in TIPSWAP Sector Working Groups, Public Private Dialogue Forum and other relevant sector dialogue meetings. Ensure the TIPDEP priorities inform sector discussions.
> Flag emerging issues and provide updates from such meetings to the TIPDEP;
> Facilitate DCAFS and TIPDEP engagement with the GOM by preparing background papers, policy briefs, fact sheets and timely updates for the DCAFS and TIPDEP while facilitating the establishment of common DCAFS and TIPDEP positions;
> Participate in the development of sector reports, policy and sector strategy reviews. Contribute to the efforts to harmonize the selection and measurement of investment performance indicators under the ASWAp/NAIP;
> Create and maintain the database of the current and planned projects by donors, categorizing the level of each project’s commitments and payments to corresponding pillars and components of the NAIP;
> Operate as a hub of information for private sector development and trade issues in Malawi, to include facilitating information sharing on key regional and international developments such as initiatives from the African Union (AU)/New Partnership for Africa’s Development (NEPAD), Southern African Development Community (SADC), Common Market for Eastern and Southern Africa (COMESA), Tripartite FTA and Continental FTA;
> Operate as a hub of information in the agriculture and food security sector in Malawi, including the facilitation of information sharing on key regional and international developments relevant to the national agricultural sector such as initiatives from the African Union (AU)/New Partnership for Africa’s Development (NEPAD), Southern African Development Community (SADC), Common Market for Eastern and Southern Africa (COMESA), and CAADP
> Support the establishment of relevant synergies with other relevant DPs groups, in particular the DCAFS but also the New Alliance for Food Security and Nutrition in Malawi
> Produce regular portfolio and sector analysis to identify constraints to DPs coordination and propose ways of addressing such constraints;
> Liaise with the European Economic Diplomacy agenda in whatever form it takes; and
> Other duties as assigned.

## Qualifications

Minimum Requirements

> At least ten (10) years’ experience of relevant experience in coordinating and managing USAID-funded projects;
> Team leadership, coordination, facilitation, planning and management including strong problem-solving skills;
> Experience in the analysis of policy, advocacy and partnerships;
> Strong analytical, synthesis, report writing, and presentation skills and ability to deliver on time;
> Excellent oral and written communication skills, analytic skills, interpersonal skills, and team management skills;
> Written and spoken English fluency; and
> Malawian national is preferred.

Education*> Master’s degree in the social sciences, preferably in Food
Security and/or Livelihoods & Resiliency, Public Policy, Statistics, Program
Management or other relevant field.

Working Environment*> Work is typically performed in an office environment,
with short-term periods for data collection in the field.

Physical Requirements*> This is largely a sedentary position that requires
the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility*> This position does have supervisory
responsibilities.

Travel*> Travel in and around Malawi is essential.
