for Programme Development Agents (PDAs) to determine the need to integrate
basic nutrition education in their training” and Activity 2.1.4 “Support the
piloting and roll-out of adapted nutrition curricula for certificate, diploma
and degree levels for Programme Development Assistants (PDAs)”.

Description of Work and Deliverables

Tasks for Activity 2.1.3*> “Assessment of training curricula for
certificate, diploma and degree levels for Programme Development Agents (PDAs)
to determine the need to integrate basic nutrition education in their
training”

> Task 1 Assess capacities of the selected training institutions and establish the framework for curricula review and revision

The SNKE in close collaboration with DNHA will develop the overall
methodological framework of the activities to be undertaken in assessing the
capacities of the selected training institutions. All key stakeholders will be
engaged and will include relevant government departments, training
institutions, religious organizations, and employer groups. It is recognized
that there are some PDA training Institutions (e.g. Universities) that offer
nutrition programs, and periodically review their curricula. However, in the
context of the TA contract, the targeted institutions include Magomero
Community Development College and Malawi College of Health Sciences (MCHS) who
train cadres that work directly with the Afikepo beneficiaries and who also
demonstrated a greater need for technical support for their novice programs.
The output of this task will be established as the framework for the review
and revision of the curricula for selected institutions that train PDAs.

> Task 2 Review the curricula and agree on revision requirements and priorities

The SNKE with the KEs 3 and 1, DNHA, and representatives of the training
institutions will thoroughly review the curricula of Magomero Community
Development College and Malawi College of Health Sciences (MCHS) to determine
the gaps and weaknesses in the existing curricula and make recommendations for
improvement. A key stakeholder workshop will be held for validation, feedback,
and building consensus on priorities for the curricula revision. By the end of
this task, a workshop report will be produced that clearly outlines the agreed
priorities for curricula revision.

> Task 3 Carry out curricula revision

Based on the findings and the recommendations from the review and validation
workshop, the *> SNKE with the TAT and DNHA will support revision of the
curricula for selected certificate, diploma and degree training courses for
PDAs, specifically for Magomero Community Development College and Malawi
College of Health Sciences (MCHS). Making sure that the revisions incorporated
into the curricula are relevant to the local context; allow adequate teaching
time for the nutrition subjects; include a mix of learning models to reinforce
behaviour and skills training, and instill positive attitudes. Teachers’ notes
and other appropriate teaching and learning materials will also be developed
since some tutors are not nutrition specialists and opportunities for in-
service training are limited. This task will result in an extensive curricula
revision that is critical to ensure that the education that the PDAs receive
at each level includes at least basic training on nutrition.

> Task 4 Train tutors on revised curricula

Following the revision of curricula, the SNKE with the TAT and DNHA will
support the training of tutors on the revised curricula to enhance appropriate
delivery of the adapted curricula for PDA training at different levels
including short courses where required. This activity is planned to also
support the achievement of the program-level indicator of 500 PDAs receiving
at least one short/refresher training alongside activities in Sub-Component
2.3 “Food Safety Standards and Regulations”.

> Task 5 Develop community training manuals

The need for a community training manual for the revised curricula to support
rollout at the community level was envisaged under this sub-activity. The SNKE
in collaboration with the TAT and DNHA will support the development of the
training manual, ensuring the mainstreaming of the cross-cutting issues of
resilience and livelihoods, as per findings of the assessment. A consultative
process with all key stakeholders will be followed and sustainability of
training provision will be ascertained by designing the materials in a way
that is easy to update, understand and deliver.

Tasks for Activity 2.1.4*> “Support the piloting and roll-out of adapted
nutrition curricula for certificate, diploma and degree levels for Programme
Development Assistants (PDAs)”.

> Task 1 Develop a piloting and roll-out action plan

The SNKE and TAT in collaboration with DNHA will develop a piloting and roll-
out plan to identify the scale and methodology of the piloting exercise, in
collaboration with the relevant training institutions . Working together with
the CDCT and the selected training institution representatives, the TAT will
formulate a work plan for the activity to clarify; the methodologies selected
for the piloting and roll-out of curricula in the training institutions;
selection methods of the training institutions for piloting; whether the
entire curricula should be piloted or only specific subjects; methodologies
and indicators for monitoring and evaluation of the curricula during the
piloting phase; mechanisms to be used to improve the curricula based on the
pilot findings; time plan for the piloting and roll-out; and mechanisms for
improving the curricula after the program’s completion.

> Task 2 Pilot the curricula in selected programs and training institutions

The purpose of piloting is to ensure the effectiveness of the adapted
curricula and make changes before rolling them out to other training
institutions. The SNKE with the CDCT and TAT will support the piloting of the
revised curricula in selected training institutions according to the levels
(certificate, diploma, and degree levels). The length of the piloting exercise
will depend on the level of the program that is, short courses, certificate
programs, diploma or degree programs. A piloting and rollout plan will be
developed from the implementation of this task.

> Task 3 Evaluate the results of the pilot

The SNKE with TAT will evaluate the effectiveness and usefulness of the
revised curricula in achieving the nutrition education objectives. The
evaluation will encompass feedback from at least three key groups; the
learners, the trainers, and the observers (the TAT and / members present at
the pilot institutions), to enable triangulation of the data and assessment of
the training from different perspectives. The evaluation should and will cover
teaching methods, content, materials, effectiveness, timing, and flow of
information. Evaluation tools (Pre- and post-test, daily debriefing meetings,
focus group discussions, and final evaluation reports) will be used to avoid
biasness and will be analyzed to produce the evaluation results of the
piloting.

> Task 4 Support the roll-out of revised curricula

Working with the selected education institutions, the SNKE with the TAT and
DNHA will support the training institutions to fully roll out the revised
curricula. About 100 PDAs are planned to receive their certificates, diplomas,
or degrees in which at least basic nutrition education is incorporated through
the support of the AFIKEPO Programme in cooperation with GIZ and FAO. In
addition, it is envisaged that this activity will also support the achievement
of the program-level indicator of 500 PDAs receiving at least one
short/refresher training (alongside activities in Sub-Component 2.3).

2021

Requirements

Qualifications and skills

> At least a Master’s degree preferably in Education, Education Management, or curriculum and instruction
> Experienced teacher/lecturer or education administrator with the ability to mentor others.
> Fluency in both written and spoken English.
> Excellent report and analytical skills.

General professional experience

> Minimum of 10 years of general professional experience in curriculum development-related activities.

Specific professional experience

> Minimum 5 years working directly on curriculum development and implementation activities.
> Practical experience in undertaking curriculum reviews and pilot testing.
> Work experience in Malawi will be an advantage.
