The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a recognized global
leader in the fight against HIV/AIDS. In its work to eliminate Padiatric AIDS
through research, advocacy, and prevention and treatment programs, EGPAF
currently supports national, district, and local governments, facilities,
communities, and non-governmental partners. In 2020, EGPAF’s global footprint
spans 15 countries. EGPAF supports service provision for comprehensive HIV
care, treatment and prevention programs, and health systems strengthening. To
date, EGPAF has supported over 15,000 sites to offer HIV counselling,
prevention, diagnosis, and treatment services alongside high-quality family
health care. “

EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements
evidencebased HIV prevention, care and treatment interventions in 179 health
facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan
for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC)
funded Achieving HIV Epidemic Control through Scaling Up Quality Testing,
Care and Treatment in Malawi

EGPAF seeks to fill the following open position

Job Position*> Public Health Research and Evaluation Data Officer-Syndromic
Surveillance

Reports to*> Senior Data and Statistics Manager

Location*> *> Lilongwe

Job Summary*>
Working under the vision, guidance and direction of the Senior Data and
Statistics Manager, the Public Health Research and Evaluation Data Officer
will need to have experience in the collection, organization, and analysis and
reporting of quantitative and qualitative data, including large data sets of
Syndromic Surveillance Data. The Public Health Research and Evaluation Data
Officer will be responsible for developing and implementing data quality
strategies and training staff, including MOH staff, on data quality management
as well as involved in the coordination of the study processes and procedures.
The officer will work with the EGPAF evaluation/research unit and support
Syndromic Surveillance Survey activities under CDC ITF 2 Funds.

Job Responsibilities*>
• Under the leadership of the Senior Data and Statistics Manager, he/she will
oversee and coordinate data entry and management, including data quality
control
• Participate in the design of the study database and guiding documents (i.e.
data entry tools, data dictionary, user guidance and job aids).
• Work with Principal Investigator (PI), under the guidance of the Research
and evaluation coordinator, to develop and implement the e-data analysis plan
• Contribute to the design of protocols, which includes the methodology,
analysis, quality control and reporting sections for both quantitative and
qualitative data.
• Responsible for the writing, training, and oversight of the data management,
Standard Operating Procedures (SOPs), job aids, guidance etc.
• Document data management-related changes
• Maintain manual logs of data queries generated and their resolution
• Liaise with study coordinator and senior data and statistics manager to
follow-up data errors, discrepancies, and missing information for ongoing data
cleaning
• Maintain a log of data collection forms flow between Data Center (DC) and
the study sites
• Maintain the integrity, security and data backup of the study database
• Perform ongoing data quality checks
• Responsible for data validation through reconciliation process
• Perform preliminary quantitative analysis on research datasets.
• Support scientific writing and publications on all syndromic surveillance
outputs

Required Qualification, Experience and Key Competencies

• A degree in Epidemiology, Statistics, Biostatistics, Public Health or other
health related field or any relevant scientific discipline or an equivalent
combination of relevant experience and education/training.
• Minimum three years’ experience as a data officer and/or study coordinator
for research.
• Experience in a health-related research and program evaluation desirable
• At least 5 years of experience in implementing surveillance systems,
operational or clinical research or implementation and management of health
monitoring and evaluation systems.
• Experience with ethics review and data warehousing
• Demonstrated leadership and skills, training and/or experience in research
quality control, supervising staff, team building and management.
• Demonstrated skills, training and/or experience in surveillance including
behavioral surveillance data
• Strong problem-solving skills and analytical capabilities
• A good understanding of HIV care and treatment, PMTCT and TB and other
health related programs.
• Proficient in Microsoft Office Suite applications.
• Excellent interpersonal, verbal and written communication skills, ability to
interact professionally in English.
• Detail oriented and highly organized with ability to multi-task
• Knowledge of database languages, such as SQL is essential
• Knowledge of statistical packages, e.g. STATA, SAS, SPSS and basic
statistical analyses is preferable
• Good understanding of data processing/management
• Excellent database computing skills, including a high level of competency in
the use of Microsoft Access (including the creation of databases, queries,
forms etc.), Excel and Word
• Excellent organizational skills; attention to detail and a focus on quality
and innovation
• The ability to prioritize work, exercise initiative and work with minimal
direction
• The ability to work independently and collaboratively with colleagues
• Results oriented with a demonstrated ability to work effectively as a team
member
• Strong communication skills, both oral and written, are required
• Should have ability to inspire and foster team commitment, spirit, pride,
and trust. He/she also facilitates cooperation and motivates team members to
accomplish group goals.
• Should have ability to anticipate and meet the needs of internal and
external customers while delivering high-quality products and services and
being committed to continuous improvement.
• Should have ability to make well-informed, effective, and timely decisions,
even when data is limited or solutions produce unpleasant consequences.
• He/she should have the ability to perceive the impact and implications of
decisions.
