# Description

Project title*> „ *> Technical Assistance to the “AFIKEPO” Nutrition
Programme in Malawi”

monitor all nutrition and nutrition-related interventions and other
crosscutting issues and implement improvements as per recommendations”,
Activity 2.2.2 “Technical support to review, harmonize, develop and implement
the use of guidelines, training materials and manuals for all cross-cutting
issues for national and district trainings” and Activity 2.2.3 “Technical
support for the development and implementation of training modules as per
recommendations of the DNCC capacity assessment and as per new guidelines on
cross-cutting issues”.

Description of Work and Deliverables

Tasks for Activity 2.2.1*> “Conduct assessment of the existing capacity of
DNCCs to co-ordinate and monitor all nutrition and nutrition-related
interventions and other crosscutting issues and implement improvements as per
recommendations”

> Task 1 Establish Capacity Building Working Group (CBWG)

The implementation of this activity will require at the outset engagement with
members of the DNCCs and MNNC with a range of relevant knowledge and
experience on the design, implementation, monitoring, and evaluation of
nutrition-specific and nutrition-sensitive interventions in Malawi and within
the targeted 10 districts in particular. As well as engagement with those
stakeholders with detailed knowledge and expertise of developing and
delivering training programs supporting the implementation of nutrition
interventions but not necessarily represented at the district level. It is
therefore proposed that a Capacity Building Working Group (CBWG) should be
formed as part of the implementation of the DNCC capacity building initiatives
(of approximately 10-15 participants) drawn from the DNCCs, MNCC, implementing
partners, and other stakeholders that deliver nutrition interventions in the
pilot districts (e.g. Ministry of Agriculture through extension workers,
District Health Officers, District Nutrition Officers, development partners).
This working group will be used in this particular activity and a number of
other activities throughout this sub-component; to be led by the DNHA.

The output of this activity will be the formation of an active CBWG that would
be integrated under the MNCC Framework.

> Task 2 Develop CNA methodology

The SNKE in collaboration with the TAT will develop a CNA methodology using a
tool proposed in the project technical proposal “Tool 1 Capacity Needs
Assessment”. A mix of methods will be used to conduct the CNA including a
documentary review of training materials (and other relevant documents such as
organizational development plans), semi-structured interviews, group
interviews/ focus groups, workshops, and informal surveys. The assessment to
also include a review of the organizational structures and current work
practices within the DNCCs and MNNC as a benchmark through which to assess how
the content of the courses will have sufficient added value. In addition,
consultations will be conducted to assess the required changes in knowledge,
attitudes, and practices of the participants when implementing new systems.
Relevant capacity-strengthening interventions will be reached using structured
questions examples of which are proposed in the project technical proposal.

The output of this task will be a CNA methodology that will have been
developed and shared with DNHA.

> Task 3 Develop CNA guidance manual

The assessment of the capacity needs of the DNCCs and MNNC will provide a
critical evidence-based approach to identifying and addressing specific skills
and knowledge gaps. The SNKE in collaboration with the TAT and CBWG will thus
need to develop an appropriate CNA guidance manual to support the
implementation of the CNA. The participation of the CBWG will ensure ownership
and facilitate replication beyond the project implementation period. The
manual will be published and distributed among the target stakeholders.
Following completion of the guidance manual, the TAT and DNHA will identify
staff within the target institutions (i.e. institutions represented in the
DNCCs and MNNC) to undergo training on CNA. The training will give
participants a full understanding of capacity needs analysis, including the
cycle of analysis, implementation, and use of self-evaluation tools; in doing
so will seek to increase their capacity to perform this process to the highest
standards.

The CNA guidance manual will be the main output of this task, the subsequent
application of which will lead to the development and delivery of new training
programs under the subcomponent on DNCC capacity development.

> Task 4 Carry out CNA

The SNKE in collaboration with the TAT and DNHA will facilitate the
implementation of the CNA which will be carried out through a survey, semi-
structured interviews, focus groups, and work process observation with the
DNCCs. The ‘observation of work processes and meetings of DNCCs and MNNC” will
form part of the process that will enable gaining a deeper understanding of
capacity issues and expose any weaknesses in the working relations and
structures that exist within the DNCCs which might be harder to reveal with
interviews and surveys; a checklist for the work process and meeting
observations will have to be produced based on the guidance provided in the
technical proposal. As the process observation could be a time-consuming
exercise, it is proposed to carry this out in two randomly selected DNCCs
under the program. The CNA findings will be analyzed and a draft report
produced.

The final draft CNA report and accompanying recommendations will be discussed
with the CBWG members and submitted to the DNHA and any other identified
stakeholders for their comments. All comments will be addressed by the TAT,
and the final CNA report will be submitted for approval. In addition, to
ensure sustainability, the report will propose a process for conducting
regular CNAs. Thus, even when staff turnover occurs, the DNCCs can plan to
undertake a similar process accordingly.

Tasks for Activity 2.2.2*> “Technical support to review, harmonize, develop
and implement the use of guidelines, training materials and manuals for all
cross-cutting issues for national and district trainings”

> Task 1 Develop the Capacity Building Strategy

The SNKE and TAT will develop a capacity-building strategy that will indicate
the nature of the capacity-building support, as well as specifying when such
support should be delivered, to whom, and where. It will therefore comprise
the prerequisite components of a strategy (Objectives aligned with
institutional competencies, external environment, existing capability and
balanced with potential growth; background to the strategy – including the
overview of the results of the CNA and overview on capacity development
activates carried out by state and non-state actors; methodology for training
module development process; activities and target outputs – setting out the
type of support; recommended delivery approach – training, coaching,
networking support, peer-support, etc.; draft schedule and overview on
participants (profile and number); monitoring plan; etc.). The specific
activities of the capacity building support will be based on the results of
the CNA, as well as on the discussions with the CBWG and the PTC, and will
seek to maximize synergies with relevant stakeholders and implementing
partners of other components of the Afikepo Programme (and where relevant
Kulima Programme) to provide significant added value throughout the process.
The SNKE and TAT will also develop an accompanying Capacity Building Action
Plan with specific, measurable, action-oriented, realistic, and time-bound
(SMART) indicators to assess progress going forward as well as set out the
expected timeframe of implementation. The Action Plan could be conceived as a
rolling plan, which will be updated on an annual basis.

The final capacity-building strategy and action plan will be produced and
ready for use after incorporating comments from the CBWG and PTC.

> Task 2 Collect, review and harmonize all pre-existing guidelines, training materials, and manuals for all cross-cutting issues

In collaboration with the CBWG, the SNKE and TAT will collect all pre-existing
learning materials, manuals, and guidelines in nutrition-related topics (e.g.
agriculture, healthcare, sanitation, water, food security, HIV/AIDS, gender,
energy) and assess their current value for training delivery. Review and
analysis of pre-existing materials will be carried out in terms of their
structure, content, and methodology, following the “Framework for evaluating
pre-existing guidelines, training materials and manuals” presented in the
project technical proposal. The review will allow the identification of
guidelines, manuals, and training materials that will be used in the Afikepo
Programme, especially in the implementation of the activity on DNCC capacity
development; the need for revision of materials for use in the Afikepo
Programme or for any other future use; and the need to be replaced with new
training materials, guidelines or manuals that would be produced by the TAT;
and the identification of gaps that need to be filled. The project technical
proposal recommends a three-stage process of developing new training
materials, guidelines, and manuals which could be used as a guide under this
activity.

The review findings alongside the recommendations for harmonization, revision,
and development of new materials will inform final outputs that will be
produced after incorporation of comments and feedback from the CBWG and PTC.
All updated materials and those identified for use under the Afikepo Programme
will be incorporated into the Capacity Building Action Plan.

> Task 3 Disseminate the Capacity Building Strategy and new, harmonized, and revised materials to the DNCCs

After the revisions, harmonization, and development of training materials,
guidelines, and manuals, the SNKE in collaboration with the TAT and DNHA will
organize a national workshop with the participation of the CBWG members and
other stakeholders from the 10 Afikepo districts. The capacity-building
strategy, its action plan, and new learning materials will be disseminated to
participants at the workshop for feedback on their usability and applicability
to ongoing work programs. The work plan for the first year will also be
discussed and agreed upon.

Based on the discussions, the TAT will finalize the strategy, action plan, and
the revisions, harmonization, and development of new materials, which will
subsequently be presented for approval.

Tasks for Activity 2.2.3*> “Technical support for the development and
implementation of training modules as per recommendations of the DNCC capacity
assessment and as per new guidelines on cross-cutting issues”

> Task 1 Develop relevant training modules for each selected topic area

Following approval of the capacity building plan, the SNKE and TAT will
further develop specific training modules for each topic area, in close
collaboration with the relevant stakeholders in the target institutions (i.e.
DNCCs) and CBWG. Where relevant, modules will be based on those taught to
Master Trainers, so that Master Trainers can also become involved in the
delivery of training to DNCCs under this activity. The training methodology
will be based on Tool 2 “Five-step capacity development process” as presented
in the project technical proposal. Specific topics of the capacity-building
support will be based on the results of the CNA carried out under this
subcomponent as well as the discussions with the CBWG and implementing
partners of the Afikepo Programme. In addition, efforts will be made to
maximize synergies with relevant stakeholders (including other development
partners such as World Bank, USAID, DFID, etc.) to provide significant added
value to the support provided under this activity strand. Significant
attention will also need to be paid to mainstreaming nutrition cross-cutting
issues (such as women) into various capacity-building topics. Where relevant,
topics such as early nutrition interventions for women and adolescent girls,
HIV and AIDS, climate change and nutrition could also be covered as a separate
training topic.

At the end of this task, training modules will be produced and available for
application. The technical proposal provides some indicative areas for
capacity building support however the decision of the topics of focus will
also depend on the processes described above.

> Task 2 Implement training modules

The TAT in collaboration with DNHA will facilitate the implementation of the
training activities based on the modules developed. Although the exact number
of days will be dependent on the identified training needs, a 3 to 5 days
training would be considered optimal. A total of 120 staff of DNCCs are
expected to receive training under this activity (i.e. 12 from each Afikepo
district). The implementation module will be guided by the “Structured
approach toward implementing training modules” suggested in the project
technical proposal.

A total of 120 participants nominated by the DNCCs and in line with the
discussions in the CBWG meetings, will be trained by the end of this task.

> Task 3 Evaluate capacity building support provided

Evaluation of capacity-building activities is highly emphasized in all
capacity-building activities to be supported by the technical assistance
project. In this regard, the project technical proposal proposes the use of
Tool 4 “Post-training assessments to report on the outcomes of the training
and any lessons learned and recommendations for future interventions”. For
this assessment, it is recommended to use the Kirkpatrick model as a useful
framework towards assessing different levels within the assessment, from the
initial reaction at the training event (level 1), assessment of learning
(level 2), application in work (level 3), and finally towards the final
results of the training (i.e. identifiable outcomes and impact on the
participant and participating institutions, level 4).

The TAT will ensure that the capacity-building activities are evaluated using
an appropriate model and produce a training assessment report to accompany all
the other outputs under this sub-component.

> Postgraduate Qualification in relevant fields of Food and Nutrition Training and Education
> Fluency in English (written and spoken).

General professional experience

> Minimum of 10 years of general professional experience in training and capacity development in the area of food and nutrition.

Specific professional experience

> Minimum of 5 years experience in training and implementation of capacity development programs in the area of food and nutrition in developing countries.
> Proven experience in developing nutrition education and behaviour change communications materials
> Knowledge of and experience in Malawi would be an added advantage.
