VACANCY ANNOUNCEMENT

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a recognized global
leader in the fight against HIV/AIDS. In its work to eliminate Padiatric AIDS
through research, advocacy, and prevention and treatment programs, EGPAF
currently supports national, district, and local governments, facilities,
communities, and non-governmental partners. In 2020, EGPAF’s global footprint
spans 15 countries. EGPAF supports service provision for comprehensive HIV
care, treatment and prevention programs, and health systems strengthening. To
date, EGPAF has supported over 15,000 sites to offer HIV counselling,
prevention, diagnosis, and treatment services alongside high-quality family
health care. “

EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements
evidencebased HIV prevention, care and treatment interventions in 179 health
facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan
for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC)
funded Achieving HIV Epidemic Control through Scaling Up Quality Testing,
Care and Treatment in Malawi

EGPAF seeks to fill the following open position

Title*> Procurement and Logistics Officer
Location*> Lilongwe
Reporting to*> Procurement & Logistics Manager

Job Summary

The Procurement and Logistics Officer will assist EGPAF Malawi with all
logistical & procurement issues including acquisition, supply, delivery,
storage and disposal of goods and services, as well as logistical operations
at optimum cost – effective levels in a thoroughly documented, compliant,
expeditious and effective manner.

Job Responsibilities*>
• Compilation of annual procurement plans in coordination with Project Leads
• Preparing solicitation/tender documents and evaluation of bids in accordance
with EGPAF and Donor requirements
• Prepare Local Purchase Orders (LPOs)/Contracts.
• Develop, maintain and continually update the Pre-approved vendor database


• Liaise with finance team in ensuring that invoices for vendors are paid in
time
• Periodic account reconciliations with vendors
• Documents management To make sure that all the relevant documentation is
kept in soft copy and assisting in external and internal verification of these
documents
• Review and compile monthly reports for all foundation vehicles reporting on
their maintenance & fuel usage.
• Conducting fuel reconciliations and recouping
• Compile explanations to any alarming concerns on their fuel usage or vehicle
maintenance that may arise.
• Participate in periodic inventory verification and counting under the
guidance of Operations Manager


• Ensures that all contractual and transactional records relating to supply
and logistics activities are kept for the required period as per the
Logistics, Purchasing and Supply Procedures Manual
• Participate in development of assets disposition plans during project
closeouts.
• Ensure transparency, value for money in all procurement activities at all
times

Required Qualifications, Knowledge & Key Competences

• Degree in Business Administration, Logistics, Procurement, Purchasing &
Supply Management or related field.
• Those with CIPS Graduate Diploma will have an added advantage.
• Must be an active member of the Malawi Institute of Procurement & Supply
(MIPS)
• Demonstrated 3-5 years’ experience on procurement & logistics activities.
• Preference for candidates who have experience working with International
NGOs.
• Understanding and experience with USG procurement and logistical
regulations.
• Good written & oral communication ability.
• Computer literate.
• Demonstrated analytical ability and good written and verbal communication
skills.
• Should have the ability to inspire and foster team commitment, spirit,
pride, and trust. He/she also facilitates cooperation and motivates team
members to accomplish group goals.
• Should have the ability to anticipate and meet the needs of internal and
external customers while delivering high-quality products and services and
being committed to continuous improvement.
• Should be able to make well-informed, effective, and timely decisions, even
when data is limited or solutions produce unpleasant consequences. He/she will
also perceive the impact and implications of decisions.
