Management Sciences for Health

MSH is seeking a Director, Monitoring, Evaluation & Research for an
anticipated integrated health program in Malawi. The purpose of the program is
to support the Government of Malawi in strategic technical areas to improve
the health of all people in Malawi. The approach will focus on improving
access to priority health services, and the program will serve as an important
USAID project mechanism for involvement in Malawi’s health sector.

OVERALL RESPONSIBILITIES

The Director, Monitoring, Evaluation & Research will manage all monitoring,
evaluation, and research components of the program. S/he will be responsible
for the design and implementation of the Learning Agenda. S/he will develop
monitoring, evaluation and reporting (MER) systems that include appropriate
indicators, baseline data, targets and a plan to evaluate performance, and
produce timely accurate and complete reporting. The Director, MER will be
expected to develop a strong monitoring and evaluation plan consistent with
the donor’s results framework, coordinate the collection of data including
conducting field visits for data validation, monitor the quality and
completeness of data sets, contribute to the development of the program and
document project performance against established outputs and indicators. S/he
will also be responsible for building the capacity of the Government of Malawi
Ministry of Health (MoH) and other stakeholders in the collection,
utilization, and dissemination of data as well as ensuring that all monitoring
and data collection activities are harmonized and information is shared. S/he
will also assist the MoH to monitor programs and assess the robustness of
implementing organizations’ data collection and MER mechanisms. The Director,
MER will design innovative and creative methods to capture, document, and
report results required by the donor, while strengthening and using relevant
national and district level reporting systems.

SPECIFIC RESPONSIBILITIES

> Oversee, implement and monitor all monitoring, evaluation and research activities for the program.
> Develop a robust M&E approach that can track the immediate and intermediate effects of program activities, including changes in knowledge, attitudes, and health behaviors.
> The Activity’s Monitoring, Evaluation and Learning (ME&L) system will measure the extent to which implementation approaches achieve all results.
> Design and implement an M&E system that is capable of tracking and documenting the targets set for health, the level of effort expended, and yearly outputs and progress for the activities.
> Work with community-based health providers to strengthen existing Management Information Systems and reporting systems at the district-level to improve quality and timeliness of reporting and feedback through appropriate use of technology.
> Monitor and provide mentoring and assistance for community-based health providers at district-level data collection and use.
> Conduct trainings and workshops related to MER.
> Work with local partners to develop and implement surveys, pilot studies, and research; monitor work of local research partners.
> Collaborate in the establishment of research networks and the strengthening of local research capacity; coordinate activities designed to update national research priorities and the technical expertise of local institutions.
> Work with the Chief of Party to establish networks for collaboration between USAID/Malawi, donors, academia, research institutes, and other USAID health programs to identify health research priorities in Malawi and to utilize existing data/information to plan, monitor, and evaluate health programs.
> Provide inputs to the technical team to assist in developing program goals and objectives as well as MER tools and strategies and provide monitoring data to strategically inform the decisions on project performance and future direction to the project.
> Provide regular reports on the status of implementation against the project goals and objectives to the Chief of Party, USAID and other program managers as required.
> Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation, and design a system for capturing lessons learned and best practices.
> Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.

> Master’s Degree or higher in Public Health, Social Sciences, or other relevant discipline.
> Minimum 8 years of experience working in monitoring, evaluation, and research (MER) in the public health field, with progressively increasing level of responsibility.
> Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods.
> Proven experience in research/study design and implementation, including design and data analysis of quantitative and qualitative studies, rapid appraisals, etc.
> Demonstrated hands-on practical experience setting up and managing MER systems for complex large-scale health programs in developing countries.
> Excellent report writing, analytical, and communication skills, including oral presentation skills.
> Extensive experience in knowledge management and dissemination of research findings.
> Knowledge of issues related to integrated health services and support programs.
> Previous experience implementing and managing a rigorous M&E system including developing performance monitoring plans that track performance as sub-results/results and by funding stream.
> Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.
> Past experience leading and building the capacity of M&E staff, including remote, field-based staff, to meet program needs and deliverables is desired.
> Excellent skills in MS Excel, Word, PowerPoint.
> Demonstrated ability to effectively interact with national, district and community authorities, the U.S. Government, other donors, and other implementing partners.
> Fluency in English is required.
