COMMUNICATION CONSULTANCY (4 MONTHS)- 2018 Malawi

Population & Housing Census (PHC).

Expression of Interest for Individual Consultancy

services for the development of audience-specific dissemination products
using census data

1.0 Background

Meeting the needs of data users is one of the four key principles outlined in
the dissemination strategy for the 2018 Malawi Population and Housing Census
(PHC). The National Statistics Office (NSO) implements the census project
(Deepening Evidence and Engagement on Population Dynamics project) in
partnership with the United National Population Fund (UNFPA) with key result
areas in strengthening the delivery of the PHC, improving analysis and
dissemination of census results and widening data usage in communities.

Through implementation of the project, NSO’s census delivery capacity has been
strengthened through adoption of technologies, including the use of Computer-
Assisted Personal Interviews (CAPI), which continue to be a regional best
practice for census data collection. Data analysis outcomes have been embraced
through the timely publication of census results including the preliminary
census report, the main census report, and most recently the 14 thematic
reports

constituency-level reports within the first quarter of 2021.

Mirrored in the dissemination strategy are the three result areas of the
project. In order to widen data literacy, it is pertinent that the data needs
for various users is understood so as to inform the development of intriguing
audience-specific communication and advocacy materials. These groups include
planning officers, statisticians and IT experts from government and parastatal
institutions. Additionally, it also involves training sessions on the census
data
literacy and usage with members of the media, sessions with senior government
officials, private and public sector executives, parliamentarians, district
officials, civil society and the general public.

NSO is therefore, looking to engage an individual consultant to lead the
development of audience specific communication/branding products using
published census data via a consultative process.

#### 2.0 Scope of work for the assignment

> Assist in the coordinating the technical support provided by stakeholders particularly the UK’s Office of National Statistics (ONS) in collaboration with NSO and UNFPA.
> Draft a product development plan with corresponding steps for each item
> Lead stakeholder consultations on the development of audience-specific communication products on population data
> Lead the development of promotional materials for the launch of the desktop and mobile SMART CENSUS Application for 2018 PHC and MASEDA (Press Release, Banners, Social media campaigns, TV and Radio, roll-up posters/banners, etc)
> Conducts knowledge audits to identify and map knowledge gaps and users’ needs and develops specifications for responsive solutions, tools and initiatives
> Work with the team of statisticians to produce research communications material based on technical research products that can be adapted as appropriate by stakeholders for their use.
> Cultivate and implement innovative communications mechanisms and processes to disseminate findings and learnings
> Maintain regular contact with communication focal points at NSO and UNFPA in collaboration with the NSO project coordinator, and the UNFPA project facilitator
> Undertake technical editing of existing communications/branding products to fit the intended purpose.
> Enhance media presence of the census project through traditional and social media platforms
> Together with NSO team develop data and messages for Media briefs, data wheels, fliers, posters for various indicators

#### 3.0 Methodology

The NSO with support from UNFPA would like to procure services of a consultant
to undertake this assignment. The consultant should be able to lead and
facilitate a process of developing comprehensive and wide-reaching
dissemination products, including succinctly-packaged audience-specific
data/information for the 2018 Population and Housing Census

#### 4.0 Timeline

The assignment is planned for a period of four (4) months from 19th April
2021.

5.0 Desirable characteristics of the consultant

The following are the expected deliverables which the consultant will have to
accomplish within the stated period of four (4) months

> Promotional materials for the Smart Census platform produced
> Evidence of routine media presence of NSO’s work on the census project
> At least one consultation meeting with communication experts and stakeholders in population and development on the production of messages and product concepts
> At least one session on the development of messages and communication/advocacy products
> A range of communication products developed for at least five different audiences (as advised by the consultations with subject-matter experts) e.g. policy briefs, media briefs, data wheels, fliers,

6.0 Required qualifications for the consultant

> The consultant to undertake this task must have an advanced degree in media, communication, graphics designing or its related fields He/She should also have the following attributes and practical experience
> Expertise and experience in policy advocacy on population, health and development
> Demonstrated experience in the designing, editing and production graphics designing of population/research data through visual illustrations among other things.
> Minimum 5 years of leadership/hands-on experience in the production of communication and advocacy materials
> Experience in providing strategic technical advice to the national government officials at high-level (added advantage)
> Understanding of the population and development stakeholder landscape in Malawi (added advantage)
> Some formal training in quantitative data analysis/visualisation (added advantage)
> Ability to deliver within tight deadlines
> Exceptional communication skill in English (written and oral)
> Ability to work in teams
