Association of Early Childhood Development in Malawi

Job Title*> Programmes Manager

Job Location*> Head office in Blantyre, with travel to field sites (approx.
50% or more depending with the need)

Reporting to*> Executive Director

Background

The Association was established to provide training for early childhood
development; to provide technical support to Early Childhood Development (ECD)
services; monitor and supervise ECD centres to ensure adherence to the
National ECD standards; and to advocate for ECD related policies to support
comprehensive system of ECD for all children and families among others.
Currently the organization has expanded its work by partnering with a number
of donors thereby working in other districts in addition to Blantyre.



Description of the Role

Reporting to the Executive Director, the Programmes Manager’s (PM)
responsibility is the development and implementation of all programmes across
all of AECDM’s districts of operation. This role incorporates designing,
planning, delivery, monitoring and evaluation, and programme reporting;
internal and external resource mobilization, and coordination with relevant
internal and external stakeholders. The PM directly manages a team of
technical programme staff across all programmes of the organization and the
role is expected to provide overall leadership and capacity building to the
programmes team as a whole. The PM is a member of AECDM Senior Management Team
(SMT). This role is based in AECDM head office in Blantyre, with frequent
travel to project sites across the country.

Key Duties

Programmes

> Provide leadership in the development of new programmes and/or reviewing the organization’s theory of change, and directions in line with the strategic plan;
> Provide support in the development and utilisation of appropriate programme management tools and systems (old and new);
> Undertake regular project visits to monitor the quality and progress of all programmes;
> Ensure that all AECDM programmes are implemented to a high standard in line with both national and international best practice and relevant donor requirements;
> Conduct Staff appraisals at the end of every year to ensure that programme staff under the Manager’s jurisdiction are on track as regards their Job Descriptions
> Monitor ECD Training facilitators to ensure that TOT, Caregivers, and Community Committees have received training that adhere to ECD standards.
> Ensure that team members, local authorities and beneficiaries are appropriately represented in all programme monitoring, planning, reviewing and evaluation processes;
> Ensure high quality project narrative reporting that is appropriately aligned with financial reporting and donor reporting requirements;
> Responsible for the development and implementation of internal mechanisms for institutional learning and programme integration in addition to the core business of the organization, which is ECD;
> Represent AECDM in interactions with external stakeholders (e.g. donors, partner agencies and government officials);
> Communicate effectively with donors, beneficiaries, stakeholders at district and community level and the general public;
> Lead on the mainstreaming of child protection, gender inclusion and child safeguarding across all programming.

Strategy

> Support the Executive Director in the development and/or refinement of the organization’s strategic plan to ensure efficiency, effectiveness and quality assurance;
> Actively contribute to all AECDM strategic planning, reviewing, and implementation processes;
> Actively participate in AECDM Senior Management Team (SMT);
> Regularly refine and review AECDM priority programme areas i.e. integrated ECD programming, in line with global goals and an analysis of organizational strengths and the external context;
> Support the organization’s efforts to enhance cooperation and streamline procedures across all programmes, systems and finance systems;
> Facilitate and manage strategic programmatic shifts as and when defined and agreed by the AECDM board and management.

Personnel

> Contribute to AECDM’s fraud prevention initiatives and support the ‘zero tolerance’ culture within the programmes team and wider organisation.
> Manage technical programme staff which may include coordinators and/or officers in different technical fields in line with the provisions of the AECDM staff Handbook;
> Mentor and support the technical and professional growth and development of all programme team members;

Finance

> Ensure that all finance protocols are followed by all programme team members;
> Liaise with the Financial Manager through periodic cashflows to ensure continuous financial oversight and involvement at all stages of the programme cycle;
> Ensure that programme budgets are spent on time and according to AECDM and donor policies and requirements;
> Approve expenses when required and manage programme budgets.

Resource Mobilisation

> Work in close collaboration with AECDM Executive Director and Resource Mobilization Officer to
> Develop, refine and implement a resource mobilization strategy;
> Identify new funding opportunities and develop appropriate funding proposals;
> Engage in other resource mobilization development activities as required.

General

> Ensure that all AECDM and donor protocols are understood and adhered to, including specifically policies on fraud, whistleblowing and zero tolerance towards corruption;
> Ensure routine internal reporting, including submission of weekly programmes update to the Executive Director;
> Prepare and submit monthly programme reports to the Executive Director and/or prepare quarterly programme reports for the board with all the necessary statistics as appropriate;
> Do any other duty assigned by Executive Director as need be.

Requirements for the position

Qualifications*>

Required

> Bachelor’s Degree in related field. Master’s degree preferred, 5 to 8 years of experience in senior management position in a development field.
> Professional qualifications in relevant subject (e.g. Early Childhood Development, Child Development, Community Development, Social Work, Development Studies/ International Development or programme management);



Program Management

> Demonstrated leadership and management skills in a very complex national and/ or international setting
> Demonstrated experience in leading strategic and operational planning including theory of change
> Extensive conceptual skills including development of program strategy
> Demonstrated experience in program design (including proposal development), implementation and evaluation
> Experience in integrated Early Childhood Development related activities

People/Relationship Management

> Demonstrated leadership and interpersonal skills
> Ability and interest to coach and develop programme staff
> Experience with performance management and experience with the management of a diverse workforce
> Strong representation and negotiation skills
> Demonstrated use of positive coping strategies in stressful environments
> Demonstrated cross cultural communication skills

Financial Management

Knowledge and experience with financial management as demonstrated by

> Ability to manage a complex budget
> Donor compliance and reporting
> Information/Knowledge Management
> Ability to establish a learning culture within the organization

External Relationships/Fundraising

> Experience in successfully managing institutional partnerships with national and international NGOs
> Experience in establishing and maintaining collaborative relationships with donors and government counterparts at district and national level.

Desired

> Experience and knowledge of operationalizing a participatory and rights-based approach to integrated Early Childhood Development
> Demonstrated experience with proposal development with range of international donors (i.e USAID, EU, DFID, World Bank, Comic Relief, UN agencies, OSISA etc)
> Experience and skills in organizational change processes
