With support from the government of Malawi and international donors such as
USAID, KfW, FCDO, Gates Foundation, UNFPA, UNITAID and Unicef, PSI has worked
in Malawi for over 26 years. Since 1994, we have implemented social marketing
and social franchising programs with behavior change communication to deliver
prevention and treatment products and services across a wide range of health
areas including Family Planning and Reproductive Health, HIV/AIDS, malaria and
water-borne diseases. The program is a top DALY and CYP performer for PSI. As
you would expect, we are a hard-working, focused team who believe in what we

PSI seeks highly qualified candidates for the position of Head of Human
Resources . The candidate will be charged with the overall management of the
Human Resource function for PSI Malawi and to ensure employee optimum
efficiency in line with PSI Malawi’s Strategic and Human Resources Policies
and Objectives. He/she is the custodian of HR and personnel management
processes and policies to ensure that PSI Malawi is compliant with industrial,
legal and PSI global standards and that the processes enable the implementing
teams achieve program targets while driving efficiency. In addition, to strong
technical knowledge and experience, the Head of HR will be a key leader within
the organization whose leadership style reflects high Emotional Intelligence
(EI) and their ability to lead while nurturing talent in their teams.
This full-time position is based in Lilongwe, Malawi and reports to the
Country Representative.

Your contribution
You’ll lead the implementation of PSI Malawi Human Resources strategic
priority focusing on diversity, equity and inclusion. In addition, you will
provide day-to-day management and leadership of the overall human resources
activities for the organisation, including management of HR budget,
recruitment and retention, staff motivation, payroll and benefits management,
staff training and development, employee relations, and staff health and
wellness. You will directly be responsible for the management and overall
successful performance of the HR function.
# RESPONSIBILITIES
#
You will be responsible for
> Leading, inspiring and managing a start-up style project and team to deliver high quality services while driving increased efficiencies and reducing donor dependency;
> Ensuring that each key Group, Division/Department is correctly and adequately resourced and operating at the required standards to achieve medium and short term goals;

> Introducing, implementing and maintaining the strategic Human Resources Policies, Procedures, Programmes and Systems required for the strategic management of PSI Malawi;
> Ensuring the implementation and maintenance of good organisational governance throughout the Organization;
> Analysing and projecting the overall requirements and costs for the HR Department (such as PSI/Malawi human resources, training workshops, new projects, travel requirements and so on);
> Developing the annual Human Resources financial budget and submit this to the Country Representative for approval and inclusion into the PSI/Malawi Annual Operating Budget ;
> Devolving the annual plan into monthly and weekly plans in order to manage the operating plan of the department;
> Ensuring the organisation structures are reviewed and updated within the month of significant changes;
> Overseeing the implementation and maintenance of the job evaluation and grading system at least once per year and in line with good industry practices, PSI HR Policies;

> Managing the development of the job profiles throughout PSI Malawi to ensure accuracy of each job (job titles, linkages, qualifications and experience and so on);
> Ensuring the interface of the Job Profiles with the Performance Management System by working with line managers;
> Reviewing salary updates and movement in total monthly salary figures;
> Ensuring remunerations are in line with donor policies
> Reviewing the Performance management (PM) system by analysing and testing the System in all areas for approval by the Country Representative;
> Reviewing staff remuneration annually for inclusion in the PSI Malawi annual budget and submitting projected costs for approval by Country Representative;
> Maintaining, and where necessary, developing the compensation policies and procedures for the Organisation;
> Planning and ensuring the appointment and retention of the necessary skilled manpower to ensure the achievement of the organisational goals and objectives in line with PSI Malawi organisational strategy and recruitment policy and procedures;
> Carrying out a manpower audit quarterly to establish numbers of permanent, contract and temporary employees and staff per job and ensure the optimum combination of the same;
> Developing, in liaison with Country Representative, Deputy Country Representative and Heads of Department, implementing and maintaining manpower and succession plans to manage manpower establishment and develop a pool of skilled managers, coordinators and supervisors;
> Ensuring the identification of training needs, management of the required training and development of staff in compliance with the organisation goals and overall strategy;
> Developing and reviewing the HR Manual for approval by the Country Representative;

> Overseeing and controlling the employee relations, managing job collective action and ensuring harmonious industrial relations environment in compliance with PSI Malawi industrial relations policy;
> Managing Industrial Relations, negotiations, discipline committees and outcomes and chairing the relevant meetings in compliance with the relevant Labour Act, PSI Malawi and PSI Global Human Resources Policies;
> Ensuring the maintenance of harmonious industrial relations through departmental communication across the organisation and addressing industrial relations problems within a reasonable time frame;
> Managing Industrial Relations Court cases on behalf of the organization;
> Tracking leave days for all members of staff and ensures accrual for the same is accurate.
> Ensuring optimal staff engagement by
> Initiating engagement, staff satisfaction, attitude, culture and opinion surveys
> Creating appropriate frameworks for addressing findings of the surveys
> Monitoring the introduction, updating, application, maintenance of and adherence to, the HR Policies, Procedures and organisational culture;
> Managing change in the implementation of various programmes and projects for the Organisation
> Overseeing and monitoring the medical and group life insurance budget and ensures that variances are addressed;
> Ensuring that the organization is adequately covered for professional indemnity and all liability arising from its relationship with staff and the staff’s relationships with clients and other stakeholders
> Overseeing the management of the PSI Malawi Pension Fund in line with the Pension Fund Policy and the Pension Act;
> Coordinates the quarterly PSI Malawi Pension Fund Board Trustees meeting in liaison with both the Pension Administrators and Investment Managers;
> Acting as the Principal Officer for the PSI Malawi Pension Fund.
What are we looking for
> Master’s degree in business administration, human resource management or relevant field;
> Bachelor’s degree in Business Administration, Public Administration or Human Resource Management, or relevant field;
> At least 10 years’ working experience in Human Resource Management 3 of which must be at senior management level. Those with NGO experience will have an added advantage;
> High level of attention to details in all aspects of work responsibilities;
> Excellent MS Office Suite computer skills (Word, PowerPoint, Excel);
> Excellent oral and written communication skills;
> Demonstrated experience in developing and managing budgets;
> Self-starter, effective team player and demonstrated verifiable results-oriented track record;
> Analytical skills and coordination abilities.
