CALL FOR APPLICATIONS ASSISTANT PROGRAMME OFFICERS

Malawi National Commission for UNESCO (MNCU) was established on 23rd March
1979 through Malawi Government Gazette Notice No. 375 in line with Article VII
of the Constitution of the United Nations Educational, Scientific and Cultural
Organisation (UNESCO) with the purpose of linking UNESCO with Government and
principal bodies in UNESCO’s fields of competence (i.e., Education, Natural
Science, Social Sciences, Culture, Communication and Information).

In order to fulfil its mandate effectively and efficiently with excellence,
MNCU intends to recruit two Assistant Programme Officers on a one-year
temporary arrangement subject to renewal based on performance and need

1) Assistant Programme Officer for Social and Human Sciences, and

2) Assistant Programme Officer for Communication and Information.

JOB DESCRIPTIONS AND SPECIFICATIONS

Both positions involve provision of professional and technical support to more
senior officers as well as to Ministries, Departments and Agencies working in
some of UNESCO’s fields of competence, namely, (0 Social and Human Sciences,
and (2) Communication & Information

Specifically, the two Jobs involve
• Planning and implementing programme activities to achieve the expected
results of the UNESCO C/5 document aligning them with MGDS and Malawi Vision
2063 in UNESCO’s fields of competence mentioned above respectively.
• Identifying needs in (i) the Social and Human Sciences and (2) Communication
and Information fields, respectively and developing new project proposals and
seeking funding from UNESCO’s Participation Programme, Regular Programme and
Extra-Budgetary sources, and monitoring execution of those projects.
• Following the developments and advancements in (i) the Social and Human
Sciences and (2) the Communication and Information sectors, respectively, in
order to advise concerned stakeholders and colleagues on policy formulation,
project development, resource mobilisation and best practices.
• Carrying out research.
• Conducting Monitoring and Evaluation of the respective sector’s activities.
• Producing documents.
• Any other related tasks, as required by management.

Additional Responsibilities for Assistant Programme Officer for Social and
Human Sciences
• Assisting the Culture sector.

Additional Responsibilities for Assistant Programme Officer for Communication
and Information
• Overseeing MNCU’s webstte, Facebook, Twitter and other social media
platforms
• Developing MNCU’s communication strategy.
• Communicating MNCU’s activities to the general public using various media
platforms on direction by the Executive Secretary

Skill; and Competence;
• Knowledge of issues pertaining to the respective sectors within UNESCO’s
areas of competence.
• Strong strategic and analytical skills with ability to undertake research.
• Excellent communication skills including the ability to draft and produce a
variety of written material in a clear and concise manner.
• Ability to interact with a wide range of professionals and grassroots
communities.
• Good interpersonal skills with ability to build and maintain effective
partnerships at all levels.
• Ability to work effectively in a team and to maintain good working relations
within a multi-cultural environment.
• Ability to work effectively under pressure and to meet tight deadlines.
• Good organizational and project design skills.

Additional Skills for Assistant Programme Officer for Communication and
Information
• Skills, knowledge and training in Public Relations Management.
• Strong IT skills related to document production, hosting and moderating
virtual meetings.
• Knowledge and skills in Web creation, hosting and maintenance, Twitter, and
other social media tools.

Qualifications

Education
• A minimum of University Degree in relevant fields.

Work Experience
• A minimum of 2 years of professional experience in relevant fields.
