MUSCCO

The Malawi Union of Savings and Credit Co-operatives (“MUSCCO”) is a national
democratically controlled apex body of Savings and Credit Co-operatives
(“SACCOs’) established on 15th September, 1980. The mission is to promote the
sustainable growth and development of financial Cooperatives and their members
through cost-effective inclusive programming. MUSCCO also enhances financial
inclusion for the vulnerable or marginalized community in Malawi. MUSCCO is a
member of the World Council of Credit Unions and a continental body, known as
African Confederation of Cooperative Savings and Credit Association (ACCOSCA).

The Union invites applications from suitably qualified persons to fill the
vacant position of Monitoring and Evaluation Specialist in its establishment.

Reporting to The Head of Projects and Cooperative Development

Location Lilongwe

Employment type Contractual based (Renewable every 3 years)

Expected Start Date 3 May 2021

The Role and Responsibilities of a Monitoring and Evaluation (M&E) Specialist
has quite a diversity of responsibilities based on MUSCCO’s core work outlined
in 2019-2023 Strategic Plan. M&E Specialist will be based at Head Office in
Lilongwe providing technical assistance and strategic oversight in the field
collecting and managing data. The M&E Specialist plays an important role in
project management and often helps build capacity in performance and impact
measurement within MUSCCO.

More specifically the Monitoring & Evaluation Specialist will have the
following responsibilities

Responsibilities in Monitoring and Evaluation

Planning

Developing strong M&E systems require a great deal of planning. The M&E
Specialist will play a key role in facilitating the input of project staff,
partners and other stakeholders in project design and measurement activities.

Responsibilities include
• Providing expertise in M&E planning and methodology;
• Participating in and providing support to project design activities
including development of project theories of change and strategic frameworks
(Results Frameworks, Log Frames);
• Developing a Monitoring and Evaluation plan;
• Helping determine performance and impact indicators and targets;
• Providing support to proposal development for M&E components;

Day-to-Day Monitoring and Evaluation Activities

The M&E Specialist plays an essential role in tracking and updating M&E data
as well as ensuring the data is of the best quality possible. Responsibilities
include
• Implementing monitoring systems and designing monitoring tools;
• Developing data collection tools;
• Monitoring project activities, outputs and progress towards anticipated
results;
• Working with data platforms, databases and select technologies to capture
and organize data;
• Training field staff in monitoring and evaluation processes and providing
ongoing coaching;
• Conducting or providing support to data quality assessments;

Analysis and Reporting

Once the M&E system has been implemented and data collection processes
established, the M&E Specialist proceeds with the analysis and reporting of
data. Responsibilities include
• Determining data analysis procedures and use of quantitative or qualitative
analysis tools;
• Cleaning, sorting, categorizing and organizing data;
• Analyzing quantitative and/or qualitative data;
• Summarizing findings;
• Developing monthly, quarterly or annual reports depending on project
requirements;
• Disseminating evaluation findings and project results to donors and other
stakeholders;

Evaluations or Special Studies

The M&E Specialist will often be involved in special studies or evaluations
which may be conducted by the M&E Specialist and project staff in the case of
an internal evaluation or with the assistance of external evaluation
consultants in the case of final or impact evaluations depending on donor
requirements and resources.

Responsibilities of the M&E Specialist include
• Conducting program analysis or special studies;
• Supporting or leading evaluation teams;
• Managing external evaluation consultants and draft scopes of work;

Knowledge Management

M&E Specialist often provide much support to knowledge management processes
within MUSCCO.

Responsibilities will include

1\. Contributing to institutional learning processes;

2\. Convening communities of practice and other organizational learning
practices;

3\. Tracking best practices in monitoring and evaluation;

4\. Perform any other related duties as required.

REQUIREMENTS/PRE-REQUISITES

To be able to carry out the above responsibilities, the M&E Specialist should
have the following capabilities
• University Degree in Social Science, Statistics, International Development,
Organizational Development (OD), Public Relations, public/business
administration or any other relevant field.
• Minimum of 5 years of relevant professional experience in non-profit
fundraising or foundation grant making, as well as in monitoring and
evaluation.
• Excellent oral and written communication skills in English.
• Demonstrated engagement with diverse donors and development partners.
• Good analytical skills in developing and implementing resource mobilization
strategies;
• Excellent interpersonal communications skills (written and verbal);
• Ability to prioritize workload and demonstrate deliverables/outcomes;
• Ability to meet tight deadlines and work independently as well as in a team.
• Flexibility and positive attitude, solution oriented, and ability to move
forward through challenges;
• Demonstrated commitment to working with poor and marginalized people.
• Other necessary skills required Resource Mobilization and Projects
Management;

REMUNERATION

The successful candidates shall be offered a negotiated performance related
contract for a period of three years with an attractive salary, benefits and
gratuity package commensurate with the seniority of the position.
