#### TERMS OF REFERENCE FOR PROJECT COORDINATOR
##### AFIKEPO – ADVOCACY FOR ENHANCED NUTRITION SECURITY AND COMMUNITY
EMPOWERMENT PROJECT
#### 1.0. BACKGROUND
Civil Society Agriculture Network (CISANET) and Save the Children Malawi (SC)
are implementing the ‘Advocacy for Enhanced Nutrition Security and Community
Empowerment Project’ under the ‘AFIKEPO’ Nutrition Programme in Malawi. The
project is being implemented with financial support from the European Union.
CISANET has an opening under the project and intends to recruit a Project
Coordinator to support the implementation of the project.
The Project Coordinator shall report directly to the National Director and
work in liaison with staff from Save the Children and other partners including
but not limited to Civil Society Nutrition Alliance (CSONA) and the
Department of Nutrition, HIV and AIDS (DNHA) and Principal Nutrition, HIV and
AIDS Officers in selected districts. The duty station for the Coordinator
shall be at the Network secretariat in Lilongwe, Malawi. S/he shall spend over
50 percent of the work in the field coordinating nutrition and other related
policy analysis and advocacy.
#### 2.0. ASSIGNMENT OBJECTIVES
The assignment has two main objectives. The Coordinator shall
i. Coordinate and support the development and implementation of the CISANET
AFIKEPO Work Plan, in collaboration with project partners
ii. Support the Network with the implementation of the CISANET 2019-2023
Strategic Plan, Constitution, internal systems, and the requirements of
supporting donor agencies as and when the National Director deems fit
#### 3.0. ROLES AND RESPONSIBILITIES
The Coordinator is expected to coordinate the implementation of the Afikepo
project with a high level of adherence to project needs, CISANET internal
controls and donor requirements. Among other, the consultant is expected to
a) Champion the advocacy for the enactment of the Food and Nutrition Bill in
line with and to the satisfaction of all the stakeholders advocating for the
enactment of the Bill.
b) Facilitate national, district and community level dissemination of
nutrition-related pieces of legislation and national nutrition situation
reports such as Cost of Hunger (COHA) and Food and Nutrition bill
c) Coordinate the process of identifying and training district and community
level nutrition leaders/champions in all the 10 Afikepo districts
d) Coordinate the process of analyzing the 2020/21 Malawi National Budget with
respect to nutrition in collaboration with Save the Children and CSONA.
e) Produce relevant and timely activity and quarterly narrative reports due to
the lead implementing
partner, Save the Children.
f) Ensure project expenditure is within the approved budget
g) To represent CISANET in local and international policy forums, as approved
by the Board
h) Carry out other Network duties as assigned by the National Director and/or
the Director of Programs from time to time
i) Produce copies of all activity reports including but not limited to Note
for the Record sheets for meetings held with project partners (the Coordinator
must always remember to keep a record of all meetings, discussions and
decisions made with partners on behalf of the project and the Network)
#### 4.0. LINES OF ACCOUNTABILITY
The Coordinator will report to the National Director at CISANET in terms of
day-to-day management of the assignment. S/he will be hired under CISANET
terms and conditions of contract. For the purposes of delivering the above
outputs, within the agreed time frame, the Coordinator may be required to
report to the Project Manager (from Save the Children) from time to time. The
consultant may also be required to provide relevant data and information for
inputting into the Monitoring, Evaluation, Accountability and Learning (MEAL)
plan for the project. This information may occasionally be
solicited by the Project MEAL Officer (stationed at Save the Children).
#### 5.0. EXPERTISE REQUIRED FOR THE ASSIGNMENT
The job will be carried out by a person who is well versed policy analysis and
advocacy. The Coordinator should possess the following qualifications and
skills at a minimum
> Master’s Degree in Nutrition, Economics or related fields with a solid experience in project management, policy analysis and advocacy.
> Experience in policy development and implementation processes and governance issues at both the central and local government levels
> Demonstrable experience in advocacy on behalf of a public constituency, including the design
and implementation of advocacy strategies.
> Knowledge of multi-sectoral nature of nutrition, nutrition and nutrition related policies and
regulatory framework for the rural development
> Good research and policy analysis skills as well as good reporting and writing skills
> Ability to effectively and efficiently communicate to a large and diverse membership and the
general public.
> Proven ability to encourage, motivate and negotiate commitments from individuals, organisations
and other entities.
> Self-starter, energetic, analytical, high initiative, strong analytical skills and team builder
> Ability to meet tight deadlines and work under pressure and at odd hours.
#### 6.0. REMUNERATION
CISANET offers a competitive remuneration package in accordance with
employee’s grade. Payment shall be made following CISANET’s finance management
and procurement procedures. The remuneration package for the Coordinator is
provided but not limited to the following
a) A competitive salary scheme
b) Medical cover with a reputable medical insurance agency
c) A housing allowance attached to the salary scheme
d) A 12 day holiday for the duration of the assignment
