National Oil Company of Malawi (NOCMA)

The National Oil Company of Malawi (NOCMA) whose main objective to ensure
security of fuel supply

in Malawi is a wholly owned Malawi Government Company established under the
Company’s Act of

1984 on the 10th December 2010 and commenced its operation in 2012. NOCMA is
responsible for

managing the Country’s 60 million litres Strategic Fuel Reserves situated in
Blantyre, Lilongwe and Mzuzu; and smaller depots in Chilumba, Chipoka and
Mchinji.

Over the past eight (8) years, the Company has grown tremendously in its
national strategic importance

with its fuel importation market share growing from ten percent (10%) in 2015
to an average of sixty-Five percent (65%) in 2019/20 and this has been matched
with growth in Institutional capacity and investments to enable efficiency and
effectiveness in executing its mandate.

In its drive to ensure improved and sustained efficiency and effectiveness in
delivery of its mandate, NOCMA is seeking to recruit qualified and experienced
candidates to fill various highly rewarding positions that have arisen within
the Company.

NOCMA is therefore excited to invite interested applications to apply for the
following position

Procurement and Disposal Manager tenable at head office

Specific Responsibilities
• Managing NOCMA’s procurement and disposal portfolio;
• Developing of the NOCMA’s procurement and supply policies, strategies,
manual, annual procurement plans/work plans and budget;
• Planning, organizing, directing and coordinating implementation of
procurement services;
• Mobilizing of resources for operations in respect of procurement programs;
• Procuring goods/works and services in liaison with user departments and in
accordance with the NOCMA’s and Public Procurement and Disposal of Assets Act
and Regulations;
• Preparing Tender Documents, Request for Proposals (RFP), Pre-qualification
and contract documents and administer procurement contracts;
• Coordinating the preparation of Procurement Notices for advertisement with
the media;
• Organizing and coordinating opening of Tenders and Proposals;
• Carrying out duties as Secretary for all Evaluation and IPC Meetings and
providing technical advice;
• Preparing bid evaluation reports for forwarding to IPC for approval and/or
records;
• Coordinating inspection of goods and equipment supplied;
• Conducting contract administration for goods, works and services;
• Preparing timely reports and submitting relevant reports to PPDA.
• Advising the IPDC, Departments, Divisions and Sections on all matters
relating to procurement and disposal.
• Liaising with government and relevant Development partners on issues
affecting procurement of funded projects.
• Carrying out research on market trends on key product prices, availability
and suppliers.
• Conducting performance rating and supplier appraisal for all suppliers of
goods and services.
• Processing of suppliers invoices and all documentations for payment
processing.
• Supervising and appraising junior staff in the Section
• Ensure maintenance of relevant procurement and disposal records as required
by law and internal policies;
• Building the capacity of the Procurement Division at all levels;
• And any other duties appropriately assigned by immediate Supervisor.

Minimum Qualifications and Work Experience
• A Bachelor’s Degree in Procurement and Supply Chain Management and/or
Graduate Diploma in Procurement and Supply (CIPS);
• At least five (5) years senior level experience in procurement and supply
chain management in a busy organization.

Additional Skills and Abilities

• Leadership skills

• Knowledge of and ability to understand and interpret Public procurement
related laws and regulations

• Honesty and integrity and of good reputation

• Ability to pay attention to detail.

• Excellent numerical and analytical skills.
