Founded in 2000, Global AIDS Interfaith Alliance (GAIA) is fully registered
Non-Governmental Organization (NGO) in Malawi. GAIA’s aim is to provide health
services, targeting prevention, care and support in rural communities in hard
to reach areas affected by HIV/AIDS, TB and malaria. In addition, GAIA is
committed to strengthening the Malawian health system for long-term, through
the GAIA Nursing Scholarship program and Mobile Health Clinics. GAIA Malawi
Headquarters is in Limbe, 4thplot Partridge Avenue, along the Limbe Leaf
Tobacco Company, whose postal address is P.O. Box 51428, Limbe, Malawi. More

are in Mulanje and Phalombe as implementation districts.

JOB VACANCY

Position Monitoring, Evaluation, Accountability and Learning (MEAL)
Coordinator

Reporting to Programs Manager/ Country Director.

Job Location GAIA- Limbe Office.

Job Summary.

GAIA Malawi seeks a qualified Monitoring, Evaluation, Accountability, and
Learning Coordinator to manage all MEAL activities for GAIA’s community based
health care provision and health systems strengthening programs. GAIA seeks to
deliver innovative health system and targeted community programs to vulnerable
people, especially in limited resource regions affected by high disease burden
and other health challenges.

The MEAL Coordinator will be responsible for managing the M&E team across all
program districts, and will report to the Programs Manager/ Country Director.
The MEAL coordinator will work closely with the Programs Manager to develop an
overarching MEAL plan for the organization and will work with individual
project officers and M&E officers to ensure there are current logic models
with an associate M&E plan to measure and track program progress. The
Coordinator will oversee management of all data collection, analysis, and
evaluation activities to ensure GAIA is achieving its intended goals.

Key goals for GAIA’s current strategic plan include

> Moving the community based health services to all electronic data collection through electronic health records and inventory/ supply chain management system.
> Enhancing the capacity of GAIA Scholar Connect, a customized salesforce platform tracking GAIA investments in health systems strengthening, specifically, pre-service and in-service health worker training. This position will liaise with the GAIA US Programs team to align MEAL priorities with the current strategic plan.

Roles and Responsibilities

> Lead the revision and implementation of the organization’s MEAL, including aligning the organization’s theory of change, program logic models, and M&E activities with the Projects Leads, GAIA Malawi Programs Manager and the GAIA US Director of Programs and Strategic Partnerships
> Creating a culture of learning through M&E at all levels of the organization
> Design data collection tools, analysis methods, with feedback loops enable adaptive management, mentoring M&E and program staff as necessary to support MEAL activities
> Support implementation of a baseline and annual follow-up study in program districts, quarterly quality supervision checklists, and annual client satisfaction surveys for the mobile health clinics and annual health worker scholarship recipients and graduates surveys
> Manage migration from pen and paper to electronic health records system using CommCare
> Manage the development of an electronic inventory tracking and supply chain management system for program commodities
> Support the development of annual program goal and target setting
> Oversee completion of monthly reporting from all program and M&E officers in coordination with the programs manager.
> Support preparation of quarterly dashboards to assess high level program performance against goals and targets
> Support the organization’s learning agenda including implementation science research, including development of research protocols, international review board applications, data collection instruments, data entry and analysis, and creation of scientific abstracts/presentations and publications
> Prepare MEAL reports for Malawi trustees meeting and support the US Director of Programs and Strategic Partnerships in communicating the outputs, outcomes and impacts of GAIA’s programs.

Qualifications and experience requirements.

> 8 years’ experience managing MEAL system with progressive responsibilities
> Master’s degree in statistics, social science, development economics or a related field with excellent command of various IT packages.
> Highly detail oriented
> Experience establishing and adapting MEL systems.
> Experience using qualitative and quantitative analytical methods, and conducting implementation science research.
> Experience with USAID reporting requirements and collaborating, learning, and adapting (CLA) approach
> Proficiency in Excel, Word, Power point, Google Workspace (Google Drive, Docs and Sheets)
> Experience using cloud based relational databases like salesforce, My SQL or willingness to learn
> Proficiency in developing and managing electronic data collection tools with previous use of at least one of the following systems Salesforce, Magpi, CommCare, and ODK
> Experience using data analysis software, including STATA, R, Tableau and GIS software
> Demonstrated ability to work across teams, geographies and cultures with all levels of staff, management and stakeholders.
> Ability to effectively communicate in English complicated data and information in a clear and concise way.
