National Oil Company of Malawi (NOCMA)

The National Oil Company of Malawi (NOCMA) whose main objective to ensure
security of fuel supply

in Malawi is a wholly owned Malawi Government Company established under the
Company’s Act of

1984 on the 10th December 2010 and commenced its operation in 2012. NOCMA is
responsible for

managing the Country’s 60 million litres Strategic Fuel Reserves situated in
Blantyre, Lilongwe and Mzuzu; and smaller depots in Chilumba, Chipoka and
Mchinji.

Over the past eight (8) years, the Company has grown tremendously in its
national strategic importance

with its fuel importation market share growing from ten percent (10%) in 2015
to an average of sixty-Five percent (65%) in 2019/20 and this has been matched
with growth in Institutional capacity and investments to enable efficiency and
effectiveness in executing its mandate.

In its drive to ensure improved and sustained efficiency and effectiveness in
delivery of its mandate, NOCMA is seeking to recruit qualified and experienced
candidates to fill various highly rewarding positions that have arisen within
the Company.

following position

Human Resources and administration Manager, tenable at Head Office in Lilongwe

Specific Responsibilities

(a) Human Resources
• Manage the Company’s human resources, personnel and administration
portfolio;
• Develop and maintain Human Resources systems, personnel policies and
procedures to facilitate implementation of NOCMA’s human resources policies;
• Advise management and staff on implementation of NOCMA’s Human Resource
policies and procedures; and where necessary, make recommendations for
amendments and improvements;
• Execute selection and recruitment process in line with the approved
established procedures;
• Ensuring that appointment and follow-up processes are carried out;
• Taking the lead in staff performance management, development of work plans
and monitoring staff confirmation in appointments;
• Liaising with Departmental Heads on labour (staff) relation matters and
maintaining an effective employee relations system that fosters and supports
staff welfare, safety and health;
• Ensuring that staff disputes/complaints are attended to and that
disciplinary processes are handled professionally as approved per the
Conditions of Service;
• Manage the Company’s reward and remuneration system;
• Developing and delivering orientation/ induction programmes on NOCMA’s terms
and conditions of service, Human Resource policies and procedures;
• Managing the Company contracts with its employees;
• Monitoring developments in employment laws and standard practices in Malawi,
and analysing actual and potential impacts on NOCMA’s existing terms,
conditions and practices, and producing proposals for implementation of any
changes;
• Facilitating the development of training needs assessment and
administration;
• Maintaining all insurances and liaising with labour and insurance officials
in processing compensation for all claims under those policies;
• Supporting Executive Management in negotiation and timely review and
implementation of all Company policies;
• Maintaining HR Management information system database and personal files for
all staff; and
• Maintain confidentiality and ensure that access to staff records and
information is strictly to authorized personnel;
• And any other duties as appropriately assigned by immediate Supervisor.

(b) Administration
• Identifying, developing and implementing all administrative systems;
• Interpreting NOCMA’s conditions of service for the benefit of staff;
• Managing the company’s motor vehicle fleet and other equipment;
• Managing office inventory and putting in place measures for tracking it; and
• Providing general administrative support to the company.

Qualifications, Experience
• Minimum of a Bachelors’ Degree in Human Resources Management, Public
Administration, Business Administration or related field from a reputable
university;
• At least 5 years’ relevant experience in a reputable organization;
• Excellent communication (both oral and written) and interpersonal skills;
• Computer literacy with good knowledge of Microsoft Office;
• High moral, ethical and professional standards, integrity and ability to
achieve targets under extreme pressure; and
• Good time management skills;
• High level of integrity.
