NASFAM

The National Smallholder Farmers’ Association of Malawi (NASFAM) invites
applications from suitably qualified individuals to fill the position of
Monitoring and Evaluation Manager (M & E Manager).

The Monitoring and Evaluation Manager is responsible for providing Monitoring
and Evaluation expertise and support NASFAM activity implementation in close
collaboration with all other NASFAM functions. S/he works in the M & E Unit at
NASFAM Head Office in Lilongwe and reports to the Head of Programmes,
Research, Monitoring and Learning.

Specific duties and responsibilities include
• Develop monitoring & evaluation plans, research plans and strategies to meet
NASFAM requirements and needs in line with the Performance Monitoring Plan.
• Generate and assess information required for monitoring and reporting on key
operational and

performance indicators and outcome objectives as detailed in approved work
plans and results

• Design, organise, implement and supervise baseline surveys, midterm
evaluations & end of term

evaluations according to the approved research and evaluation plan using both
qualitative and

quantitative methodologies.
• Perform statistical analysis of NASFAM’s existing data set (e.g Impact
Assessment results) for significant inferences, and communicate the findings.
• Assist the Head of Programmes, Research Monitoring and Learning (PRML) in
providing technical

supervision and oversight to partners to ensure that research, impact
assessment, and evaluation needs are covered and that proper methodologies are
used.
• In liaison with the NASFAM ICT Department, design additional database
required by NASFAM.
• Assist the Head of PRML and other departments in developing funding
proposals, concept notes and budgets
• Work with the Head of Programmes, Research Monitoring and Learning to ensure
that all approaches to donors are for activities that are key to delivery of
NASFAM’s core business and Strategic Development Plan

Experience
• Extensive experience in developing and implementing M&E systems and related
programs
• Experience in providing strategic support and developing functional M&E
frameworks based on

consolidated analytical inputs
• Demonstrated knowledge of and experience with project management, including
monitoring and

evaluation practice and, reporting requirements of donor funded projects
• 5 years work experience in M & E at senior or managerial level

Qualification
• The ideal candidate should have a degree in Statistics, Social Sciences or
its equivalent.
• Should have professional training in M & E

Competencies
• Must possess quantitative and qualitative skills, advanced report writing
skills, excellent database

management skills (SQL, Access, Excel), and exceptional analytical skills
(STATA, SAS and SPSS) and

Arc GIS
• Ability to lead teams effectively and shows mentoring as well as conflict
resolution skills
• Must be a person that consistently approach work with energy, have a
positive and constructive attitude
• Demonstrates openness to change and ability to manage complexities
• Must be self-motivated, proactive, ability to prioritize work
• Must have good communication and interpersonal skills
