### Description
Final Evaluation of the “Skills and Technical Education Programme” (STEP)
and Drafting of ToRs for the Technical Assistance to the Ministry of Labour
under “Zantchito – Skills for Jobs Programme” in Malawi.
Location*> • Normal place of posting of the specific assignment Home based
• Mission(s) outside the normal place of posting and duration(s) Malawi for
the field phase
Start date and period of implementation*> The indicative start date is
17/05/2021 and the period of implementation of the contract will be 153 days
from this date (indicative end date 17/10/2021)
Requirements
> At least a Master’s degree in economics, social sciences, development studies or relevant field or equivalent professional experience.
> Professional Evaluation expertise and experience in drafting ToRs for Technical Assistances to Government Authorities.
> The team shall have a cumulative experience in evaluation with at least 3 Final evaluations conducted amongst which at least one being led by one of the team members;
> Sound practice of development interventions in the sector of skills/ TEVET/employment is an asset.
> Language skills of the team Good command in understanding, speaking and writing skills in English. Understanding of national/local language would be an asset.
Team composition
> The Team Leader, Category II expert, 60 working days, out of which 40 in the field.
> Key Expert, Category II expert, 60 working days, out of which 40 in the field.
