Center for the Development of People (CEDEP) is a registered human rights
organization dedicated to addressing the needs, improving the lives, and
providing support for some of Malawi’s most neglected minority groups through
civic education, training, capacity building, networking and research. The
mission of CEDEP is to create an enabling environment and protect the
wellbeing of sexual minorities and other vulnerable groups.

Center for the Development of People with funding from USAID is implementing
Protect Peer Solution for Epidemic Control (PROTECT) Activity which started in
August 2020 and is ending in 2025 We are currently seeking to recruit suitably
qualified and experienced Malawian for the post of Chief Of Party.

Reports to Executive Director*>
Responsible for Technical Director, Finance Director and MEL Director.

#### Position Summary

The Chief of Party (COP) will provide overall technical and administrative
leadership and expertise over the program. S/he will serve as the primary
liaison with USAID/Malawi on management and technical matters. The COP will be
responsible for management of all aspects of activity implementation in
meeting the objectives of the program including, but not limited to,
technical, administrative, operational, and logistical management of project
activities and reports directly to the designated USAID representative. The
COP will take a leadership role in coordination among USAID and key
stakeholders.

#### Responsibilities include

> Serve as the primary liaison with PEPFAR/Malawi Government (MOH), civil societyorganiz ations, partners, and CEDEP;
> Provide strategic direction, stakeholder coordination, overall leadership, management, quality control, and technical direction to achieve program results;
> Identify issues and risks related to project implementation in a timely manner, and suggest appropriate program adjustments;
> Manage and supervise the work of project personnel, with a focus on core results, achievement of work plan and targets, and timely implementation;
> Oversee monitoring, evaluation, research, learning, and communications efforts to ensure implementation is on schedule and aligned with the priorities and achieving results;
> Ensure compliance with award terms and conditions, U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) requirements, overarching quality control, and the overall responsiveness and performance of the project;
> Lead integrated work plan development process based on jointly determined priorities and proposed adjustments in implementation as needed;
> Ensure timeliness and quality of all program deliverables;
> Ensure that all project assistance is technically sound and appropriate.

#### Qualifications

> Master’s Degree in public health, social sciences, international development, or a related field;
> Demonstrated experience in institutional strengthening, working with key populations, MSM,MSW and TGs and organizations, and commitment to local capacity building;
> Demonstrated success in interventions in advocacy and advancing engagement of people living with HIV in the national HIV response;
> Leadership skills and experience in building and maintaining productive working relationships with a wide network of institutional stakeholders, including host government representatives at all levels, which may have divergent interests;
> Excellent interpersonal skills;
> Proven record of building teams and fostering collaboration to achieve activity goals, meet activity milestones, and produce quality activity results;
> Strong knowledge of USG health initiatives and related reporting requirements and
> Experience in HIV/AIDS policy and programming preferred;
> Minimum of 5 years of relevant development experience designing, implementing, and leading complex, dynamic, and challenging field operations;
> Experience managing USAID/PEPFAR, or other donor-funded health programs especiallyworking with Key Populations;
> Proven success in managing HIV/AIDS programs and strong technical knowledge of HIV/AIDS, social and behavioral change, Key Population Programming, quality improvement/quality assurance;
> Demonstrated high-level strategic visioning, leadership, and managerial skills; experience coordinating effectively with multiple stakeholders at national and sub-national levels preferred;
> Proven ability to develop and maintain working relationships with the U.S. government, foreign governments, development partners, and civil society;
> Ability to develop and implement effective partnerships with private sector entities
> Strong communication skills in written and oral English and Chichewa are required
