ORGANIZATIONAL PROFILE

Partners in Health (PIH) is a non-profit organization based in Boston,
Massachusetts, USA, whose mission is to provide a preferential option for the
poor in health care. Through service delivery, training, advocacy and
research, PIH works globally to bring the benefits of modern science to those
most in need and to serve as an antidote to despair. PIH has programs in
Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Sierra Leone, Liberia,
Kazakhstan and Boston.PIH began working in Malawi in 2007, where today we
support the Ministry of Health (MOH) to serve a catchment area of 165,000
through 12 health centers and two hospitals in partnership with our sister
organizations. Abwenzi Pa Za Umoyo (APZU) is in Neno District and we seek to
recruit suitably qualified and experienced candidates for the following
position

Position Community Health Director

Reports to Chief Medical Officer

Commitment Full Time (Monday-Friday, some weekends)

Working Hours Regular Office Hours (40-45Hrs/Week)

Location Neno District, Malawi

Position Description Overview

The Director of Community Health is a key member of the leadership team for
APZU and has primary responsibilities that support strategic and programmatic
needs in community health across the district. This position supports the
Community Health Workers, the Community Programs team, and the Program on
Social and Economic Rights (POSER). This includes strategic vision, planning,
people and financial management, and communication and coordination across the
community health departments and with the Clinical and Monitoring & Evaluation
departments in addition with other partners in the district. Additionally, the
Director of Community Health will work with the MOH and District Environmental
Health teams to plan and implement the National Community Health Strategy. As
a leader and a strategist, this role has significant management
responsibilities and this person will work to build program management
capacity in his/her team. The Director of Community Health will be an
excellent communicator and mentor, will be experienced in balancing
administrative and managerial responsibilities with a need to be on the ground
implementing programs in the community. He or she should love innovating,
health systems strengthening, and working across teams from a broad range of
disciplines in a complex environment.

Responsibilities and Duties

1\. Build Community Health Department Program Management Capacity

Facilitate program management by supporting staff to develop strategic
goals, work plans, and budgets

Collaborate with M & E team to ensure each manager or coordinator has
defined, clear and applicable performance metrics for their program, and that
they are being monitored on a regular basis and are supported to be part of
decision-making processes.

Ensure communication across programs runs smoothly, including planning
meetings, providing frequent updates and ensuring information is appropriately
shared throughout the organization, both within APZU and with external
stakeholders.

Develop managerial capacity of program managers and other staff through one-
on-one coaching and implementation of management training curricula that are
directly applicable to managers’ daily work.

2\. Community Health Department Leadership

Liaise with PIH leadership to implement a five-year strategic plan for the
community health program in Malawi

Spearhead the scale up of mHealth initiatives in Neno district for community
health

Conduct systematic quality improvement projects within CHWs, POSER and
community programs to ensure improvements in these programs

Ensure effective communication and collaboration between the Community
Health Department and other APZU departments and programmes, other PIH sites
and other implementing partners in the district.

Lead implementation of programs in a multidisciplinary team and with working
across departments and with operational, clinical and M&E leadership

Lead the Community Health Department in reviewing and analyzing program
reports, performance metrics, status of activities compared to work plan,
actual spending vs budget

Lead the Community Health Department in preparing, writing or producing and
editing programmatic documents including reports, impact stories, concept
notes, abstracts and manuscripts for conferences and academic journals among
others.

Be a key leader in developing and implementing research and programs studies
related to Community Health, grant writing, grant implementation and
compliance, grant report writing and communication with donors and program
managers and liaise directly with the employees advising and working on the
grants.

Assist in representation especially of community health of the organization
through public speaking with a willingness to do interviews and represent the
organization in media, key meetings and other venues

Support the Community Health Department in learning from other PIH sites and
in dissemination of best practices in Malawi and across PIH sites

3\. Working with MOH and External stakeholders

• Collaborate with District Environmental Health team and the rest of DHMT to
implement the National Community Health Strategy.

• Attend and contribute to National Community Health activities including
contributing to development of policy, attending TWGs and other important
national level meetings.

• Collaborate with national and international organizations that works with
community health worker programs

Qualifications and Attributes

MPH, MBA, or equivalent graduate degree with at least 5 years work
experience in management

Fluent in English and demonstrated proficiency in writing in English.

Proficiency in Microsoft Office (Word, Excel and PowerPoint), budget
management and platforms, data visualization platforms and ability to quickly
learn other technology is required

Experience with implementation and working with mHealth applications and
technology is strongly desired

Demonstrated ability to work as a member of a results-oriented team,
demonstrate good management skills, and be able to perform quality work under
tight deadlines.

Impeccable communication skills and adept at coordinating communication
across multiple stakeholders in high stress environments

Proven ability to exercise good judgment and diplomacy, and the ability to
work in a dynamic team environment with members from a variety of backgrounds.

Ability to work under pressure, handle multiple assignments, prioritize
workflow, and meet deadlines

Proven skills in managing change, achieving results, ensuring quality, and
building capacity

Willingness to travel frequently within country, and work long hours

Commitment to health, social justice and passion for strengthening the
health system in Malawi

Willingness to live and work full-time in a rural setting.

Willing to commit to at least two years.
