Background

Malawi Network of Religious Leaders living with or personally affected by HIV
and AIDS (MANERELA+) is a non-profit Faith Based Organization that was
established in 2004. The network exists to fight Stigma, Shame, Denial,
Discrimination, In-action and Miss-action (SSDDIM) within religious
institutions, congregations and local communities for the purpose of scaling
up HIV, TB, SRHR, GBV and Malaria prevention, Treatment, Care and Impact
mitigation services in Malawi.

MANERELA+ has secured funding from the US government under the Department of
defense HIV/AIDS Prevention program to implement a four year project –
entitled Unlocking the Social Capital of Military & Faith Communities
(Project USMF) to Support HIV/AIDS Services with a goal of promoting
increased adoption of HIV prevention behaviors and service uptake for military
personnel and other priority populations to prevent New HIV infections through
effective engagement of faith leaders within the Malawi Defense Force (MDF) as
well as their surrounding communities and faith Communities. The project will
be implemented in 6 sites in the first year and scale up to all 14 sites in
the following year.

MANERELA+ hereby invites applications from suitably qualified Malawians to
fill the vacant position of Monitoring and Evaluation Officer for the above
mentioned project tenable in Lilongwe.

Job Description

The Monitoring and Evaluation (M&E) Officer will be responsible for providing
coordination and leadership for monitoring and evaluation of the project,
including formative investigation (pre-intervention baseline), ongoing data
collection and summative evaluation (post-intervention). The M&E will also be
responsible for the design and implementation of the M&E system; Project data
management; Quality Assurances; M&E capacity development and strengthening for
MANERELA+ staff and associates; reporting and documentation. The position is
tenable in Lilongwe with frequent travel to the project implementation sites.

Specific duties

> Lead the development and implementation of the project M&E plan and logical Framework
> Develop and track the project M&E indicators
> Develop, pretest and adopt data collection tools, database and M&E System for the project
> Lead the district teams on collection, validation, compilation and analysis of project data as stipulated in the M&E plan
> Update and manage the project data base
> Provide technical support on M&E to program staff, Field Supervisors and Data Collectors
> Design M&E training and communication materials and organize/facilitate the M&E trainings for staff and associates
> Undertake routine data quality assessments to ensure project data is of high quality
> Document and disseminate project M&E reports; case studies and lessons learnt internally and externally as stipulated in the M&E plan
> Undertake other general duties as assigned by MANERELA+ from time to time

Qualifications requirements

Education

> First Degree in Statistics, Public Health, Community Development, Social science or related field. Those with a post graduate degree will have an added advantage

Experience

> Minimum of three (3) years of professional experience in an M&E position managing USAID funded projects
> Prior experience working in a non-governmental organization, HIV or Health Sector

Job/Personal Skills

> Good analytical, communication and interpersonal skills
> Familiarity with both QNT and QL data analysis packages
> Excellent team work and group dynamic management skills
> Flexibility to work with and adapt to grassroots community settings
> Respect for Human rights
