## ABOUT WFP

## BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Social Protection for the Sustainable Development Goals (SP4SDG) in
Malawi*>
SP4SDG is a United Nations Joint Programme that aims to support the Government
of Malawi (GoM) to enhance the Malawi social protection system to meet
emergency food needs and reduce the vulnerability of those most at risk of
food insecurity by 2021, while strengthening the social protection system for
all vulnerable households across the lifecycle. The programme combines
advancing an innovative Shock-Sensitive Social Protection (SSSP) prototype
with reinforced financial structures and the transformation of existing
policies into legal frameworks to enhance the existing social protection
system to be more robust, comprehensive and sustainable, leaving no one
behind.
WFP Malawi is looking for an experienced Malawian National*> *> to serve
as an intermediate evaluator*> *> with expertise in quantitative and
qualitative data collection*> *> as part of a team of evaluators with
appropriate skills to conduct this evaluation as per the evaluation terms of
reference (will be made available).
## KEY ACCOUNTABILITIES
Duties, Responsibilities and Reporting Lines for the Intermediate
Evaluator (Quantitative expert/Economist) not all inclusive *> *>
Under the overall guidance and direct supervision of the Team Leader, the
Intermediate Evaluator (Quantitative expert/Economist) will*> *>
1.Conduct the desk review;
2.Contribute to methodology design and tool development;
3.Contribute to the inception process;
4.Lead the training of enumerators/research assistants;
5.Supervise data collection;
6.Prepare data analysis plan and lead quantitative data analysis;
7.Conduct fieldwork as well as participate in meetings with the evaluation
team and stakeholders;
8.Contribute to the drafting/revision of evaluation products inception report
and evaluation report;
9.Participate in and contribute to the debriefing sessions;
10.Ensure that gender equity and women’s empowerment (GEWE) and protection
issues are addressed as appropriate throughout the evaluation process; and
11.Participate in other dissemination activities as may be discussed during
the inception phase
## DELIVERABLES AT THE END OF THE CONTRACT
1. Draft 1 of Inception Report with data collection tools, analysis plan, evaluation schedule, communication plan that goes to Quality Support (QS) for review and feedback in line with WFP’s decentralized evaluation policy and templates;
2. Draft 2 of Inception Report that has incorporated QS feedback and goes to stakeholders from all three UN agencies + Government of Malawi staff for review and comments;
3. Final Inception Report that incorporates stakeholder comments;
4. PowerPoint presentation for exit debrief and presentation of preliminary findings;
5. Draft 1 Evaluation Report that goes to QS for review and feedback;
6. Draft 2 Evaluation Report that has incorporated QS feedback that goes to stakeholders for review and comments;
7. Final Evaluation Report that has incorporated stakeholder comments; and
8. Other dissemination products as may be agreed and determined during the inception phase.
## QUALIFICATIONS & EXPERIENCE REQUIRED
Education Post graduate qualification in economics/statistics or any
related discipline; *>
Language*> *> Fluency in English and Chichewa languages*>
## OTHER SPECIFIC JOB REQUIREMENTS
> Knowledge and skills in applying different evaluation/research design approaches and methodologies;
> Expertise in designing sampling methodology and data collection tools;
> In-depth understanding of the Malawi context;
> Good written and oral communication skills (will be asked to submit examples of recent products as evidence of ability to write);
> Strong interpersonal and diplomatic skills;
> Good presentation skills; and
> Ability to work with people from different cultures and background.
## DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
> At least 6 years of relevant working experience in research, methods design, quantitative and qualitative research; social sciences, etc.;
> Experience in leading survey teams in similar assignments;
> Experience evaluating programmes with technical support to the Government; and
> Experience in assessments and evaluations of social protection programmes.
