Lighthouse Trust
Lighthouse Trust is a registered Public Trust established to manage Centres of
Excellence (CoEs) and provide leverage for leadership and delivery of
integrated HIV prevention, treatment, care, and support services in Malawi.
Lighthouse has been involved in the development of locally applicable HIV care
and treatment models. It is strategically positioned in Malawi’s national HIV
response due to its close collaboration with the Ministry of Health (MoH).
The Lighthouse in close coordination with MoH provides integrated services at
Kamuzu Central Hospital, Bwaila Hospital and some health facilities in urban
and rural areas in Lilongwe, Queen Elizabeth Central Hospital in Blantyre,
Zomba Central Hospital and District Support Program (DSP) for Northern region
districts including Ntchisi district. Its strategic approach focus on client-
centred care based on four goals which are
Goal 1 Service delivery to enhance high-quality, integrated HIV Prevention,
treatment, care and support services for adults and children
Goal 2 Model interventions and operations research to develop, pilot,
evaluate, and disseminate innovative programs and policies across the
continuum of prevention, treatment, care and support for HIV infection and its
co-morbidities, both infectious and non-infectious.
Goal 3 Quality management to ensure that all patients at LH clinics and all
supported sites are receiving quality health care and services as recommended
the MOH and other health development partners by utilizing quality improvement
(QI) methodologies in a multidisciplinary team approach.
Goal 4 Capacity strengthening to build and strengthen healthcare capacity
for high quality HIV prevention, treatment, care and support services
Lighthouse Trust, with support from the United States of America President’s
Plan for AIDS Relief (PEPFAR) through a Cooperative Agreement with Centres for
Disease Control and Prevention (CDC), has two grants to operate Centers of
Excellence for Comprehensive Integrated HIV Care and Treatment Services in
Lilongwe (Grant #NU2GGH002131) and also to achieve HIV Epidemic Control
through scaling up of Quality Testing, Care and Treatment in sites outside
Lilongwe (Grant # NU2GGH002003).
Through these grants Lighthouse wishes to recruit highly qualified and
experienced persons to fill the following position in order to achieve the
above mentioned goals
DATA MANAGEMENT SPECIALIST- READVERTISED
Position Title Data Management Specialist (Quote Ref DMS1)
Reports to Monitoring, Evaluation and Research Manager
Team Monitoring and Evaluation
Location Lilongwe CoE
Purpose of the Position
> The incumbent will join the current Monitoring and Evaluation team to support planning and overseeing the implementation of the existing and new data collection systems. The Data Management Specialist will oversee the development and use of data systems, data collection and analysis and scientific paper writing.
> Responsibilities (which include, but are not limited to)
> Create and enforce policies for effective data management for both routine and research data
> Develop standard operating procedures for quality data collection to ensure adequacy, accuracy, timelines and completeness
> Support development, enhancement and maintenance of multiple datasets and electronic medical systems
> Develop and maintain electronic transfer of laboratory data from point-of-care lab machines to patient management data systems
> Conduct reviews for all data collected in point-of-care electronic medical record system and facilitating implementation of electronic data systems for patient management in Lighthouse supported facilities
> Troubleshoot databases and data-related problems e.g. Ms Access database
> Oversee data flow from Lighthouse supported health facilities to the central office
> Enforce procedures for data sharing routine clinic data with external stakeholders and researchers
> Support health providers in the daily use of data to inform practice. Assist with reports and data extraction when needed
> Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.)
> Perform systematic review of important aspects of HIV and TB services, including over-utilization and under-utilization, quality of service and patient volumes.
Academic Qualifications
> Advanced degree/Master’s Degree in Bioinformatics, Epidemiology, Biostatistics. Statistics, or related field with at least 2 years relevant experience in data management OR
> Bachelor’s degree in Computer Science and Statistics with four years of relevant experience working with complex databases
Skills and Competencies
> Proven experience in managing complex relational and entity attribute value data models
> Proven experience data extraction using MSQL, Pentaho, MS
> Access or other relevant software Excellent understanding of data administration
> Familiarity with modern information system technologies and system development
> Proficient in MS Office ( Excel, MS Access, powerpoint, etc)
> Proven experience in statistical analysis using SPSS, STATA, R or SAS
