Background*>
The Paediatric and Child Health Association (PACHA) is a non-profit making
organisation. Our members include healthcare professionals and other child
health and welfare advocates. Our main goal is the advancement and improvement
of child health and welfare and our mission is to ensure all children have
access to their determinants of health, in Malawi and beyond.
PACHA received funding to carry out a project, titled, “GRADE-Malawi” from the
Global Challenges Research Council and the Scottish Funding Council via the
University of St Andrews in Scotland. The aim is to develop the evidence base
on the effect of global and national policies on children’s right to health
and to analyse the potential of increasing government revenue by curtailing
leaks, such as through tax abuse or debt servicing. The analysis will use the
Government Revenue and Development estimations (the GRADE, http//med.st-
andrews.ac.uk/grade/). This will enable us to predict the potential of
increased revenue for all children in Malawi for their access to their
fundamental rights (defined here as the right to education, water, and
sanitation and critical for health), and reach the Sustainable Development
Goal target for child mortality by 2030; 25 deaths per 1000 live births
(currently 49 deaths per 1000 live births). This work will also be part of a
wider network of research with other paediatric associations. The study will
inform recommendations for policy and practice changes to address government
revenue leakages and improve child welfare in Malawi.
Job Title Research Assistant (1 position)
Main duties and responsibilities
1. Author and submit papers for peer review with the project team
2. Drive the project forward and organise the day-to-day activities of the project
3. Collaborate with stakeholders including the Malawi Revenue Authority, the Ministry of Finance and Economic Planning, policy makers, advocacy organisations and media houses, , the International Monetary Fund and other development partners in Malawi, child rights organisations and any other relevant partners in this project
4. Arrange workshops to discuss project findings with relevant child rights organisations and all the relevant partners, especially with regards to policies on debt and tax abuse
5. Write policy briefs based on the findings of the project
Experience, skills, and knowledge required for the post*>
He/she should be a self-starter, highly motivated, with extremely high
integrity and work ethic, good interpersonal communication skills, and work
effectively under minimum supervision. He/she should have the following
skills, knowledge, and experience.
1. Must have an MSc in a relevant field (e.g. economics, public policy), a PhD is desirable.
2. Must have expertise and experience in Malawian tax policy and international tax systems, e.g. double tax agreement protocols and debt and revenue policies at both local and international levels.
3. Must have a background in debt and tax justice and experience in economic and social research
4. Must have evidence of having worked with policymakers, NGOs, and the government.
5. Must have a particular interest in researching tax, revenue and debt policies concerning fundamental children’s rights in low- and middle-income-countries.
